Under the National Telecommunications and Information Administration (NTIA) State Broadband Data and Development Grant Program the Oregon Public Utilities Commission (OPUC) was awarded a grant for Broadband Data Collection and Mapping and Broadband Planning projects. With the grant for the Data Collection and Mapping project, the Public Utility Commission of Oregon, its contractor One Economy and subcontractor BroadMap will collect and map specific data on broadband infrastructure and the availability of broadband services throughout Oregon, including tribal lands. Once collected from available sources, such as broadband providers, this data will Identify unserved and underserved areas at the most granular level possible; identify community anchor points; be displayed on a publically accessible and interactive state website in the form of a broadband map; be used as a source for ongoing endeavors to increase broadband availability to all Oregonians; be updated semi-annually and be provided to NTIA per the Grant Program. The Planning grant provides the OPUC and it contractor, One Economy, the funds to design and administer a public survey to gather information on the demand for and use of the internet. The survey results will inform Oregon of the affordability, availability and adoption of broadband technology in all areas of the state. This knowledge will be used as a tool to help Oregon communities, the Oregon Economic and Community Development Department, and the newly created Oregon Broadband Advisory Council direct broadband awareness and adoption efforts in unserved and underserved communities. An additional survey will assess the results of targeted activities to increase awareness and use of broadband.

Project Activities Description Engineering & Technology
Quarterly Activities/Project Description Oregon Broadband Mapping Team performed database maintenance and verified statewide wireless BB service data through data analysis and selected drive-testing. The Team engaged in Provider outreach for upcoming data submission, verified one hundred sixty-four combinations of provider/technology type data sets (using third-party data sources), and identified sixty-nine sets of provider name/technology type data submissions that required provider review. The Capacity Building team facilitated meetings in Broadband sector focus areas of Education and Healthcare, Economic Development, Community Development , Digital Inclusion and Government, Infrastructure Resource utilization (in Wasco County). Nearly 150 community members participated in the first phase of the planning process. Fourteen individual Task Force sector meetings were held by the four Group communities. The Team provided technical assistance to the communities incorporating the output from the Plenary Sessions to work on final drafts of each community?s Broadband Strategic Plan. The project website www.oregonbroadbandplanning.org was updated. Technical Assistance project delivered a total of 21 technology related Training events to 155 Attendees. 190 clients were provided with 593 hours of technology related counseling. RFP requirements for instructional design/online support/promotional expertise skills was created. Curriculum and branding standards for the training to be developed this year was implemented. 19 online courses for 2013 in the topical areas of social media, website development, government contracting, customer relations management, credit bureaus/scoring and retail management were identified and funded. 51 hours of social and website design advice was provided to 28 clients.

Description of Jobs Created There were 7.86 FTE jobs funded by this Grant during the 1st quarter of 2013. The jobs were retained at the sub-recipient level and vendor level and are represented by the following list of eighteen job titles.
