PUBLIC SERVICE COMMISSION OF WISCONSIN
The PSCW and LinkAMERICA (the project team) propose the following: 1. Produce statewide accurate and verifiable data and maps of broadband availability according to the technical specs and timelines set forth in the NOFA. The data and maps will: a. identify unserved and underserved areas within Wisconsin at a granular level; and b. be accessible online to customers, providers and policymakers, yet protect provider confidential information through the use of non-disclosure agreements (NDAs) and other security measures. This work will build on and expand upon previous work of the PSCW to collect, analyze and publish supply and demand-side broadband availability and adoption data and maps for Wisconsin. 2. Through a collaborative process, conduct and implement a comprehensive broadband planning and demand-side assessment. The teams comprehensive broadband planning and demand-side assessment process will be implemented as four interrelated sets of tasks: 1. Implement a broadband situational assessment for Wisconsin. 2. Conduct qualitative and quantitative research to assess current and future broadband uses and barriers to adoption. 3. Map broadband demand scenarios that advance Wisconsins priorities in distance learning, economic development, e-government, and telemedicine. 4. Facilitate regional technology planning teams to develop relevant local action strategies; including expanding computer ownership and Internet access programs funded by Broadband Technology Opportunities Fund (BTOP).

2013 Quarter 1 was a busy one for the LinkWISCONSIN team. In January 2013, the team sent online surveys to 1,400 community anchor institutions (CAI) to collect data for the Round 7 Data Submission. Additions to LinkWISCONSIN website were made. The PSC announced demand survey grants on January 8, 2013, with a webinar on FAQs related to the demand survey grant application process. Applications were due to the commission on January 30; the commission made its decision on the awards on February 22 and the grantees were notified on February 25, 2013. Work has already begun on the paper-based surveys by two of the grant awardees. On the capacity building side, the team implemented statewide demand survey process, and advance development and implementation of economic and social impact model. Stewardship efforts continued to focus on three main themes: facilitating the release of results from the SBI Cost Model, supporting the design and development of Impact Model cost inputs and supporting the State broadband director on any number of broadband technical issues and related priorities. A big focus of this quarter was the efforts associated with planning and executing the Broadband Symposium scheduled for April 4-5, 2013, in Madison, WI. The LinkWISCONSIN team will continue to focus on continued outreach to Community Anchor Institutions, Round 7 data prep/submission, and continuation of implementing of a statewide demand survey process. The PSC is also working on the planning, budgeting and execution of bringing this program to the state. Work will continue for the next few quarters, as approvals for new positions and additional expenditure authority are sought. |

The positions are not exclusive to Wisconsin and their time is allocated which is why the multiple individuals result in only 0.62 jobs for this reporting quarter.
