VIRGIN ISLANDS PUBLIC FINANCE AUTHORITY


This grant award will facilitate broadband mapping and planning, consistent with the guidelines that are established for the State Broadband Data and Development (SBDD) Grant Program as a part of the U.S. Department of Commerce's Broadband Technology Opportunities Program (BTOP). In addition to providing the National Telecommunications and Information Administration (NTIA) with mapping data for the National Broadband Map at scheduled times, the data will support the U.S. Virgin Islands Public Finance Authority (VIPFA)'s Virgin Islands Next Generation Network (viNGN), the Government of the U.S. Virgin Islands and related semi-autonomous agencies as a whole, and the private sector in their business and economic development planning and implementation for their ranges of broadband-based network of services. The mapping data also supported the U.S. Virgin Islands Public Finance Authority's proposal under Round Two of the SBDD program. The program is now called the State Broadband Initiative (SBI) program.

Project Activities Description Engineering & Technology
Quarterly Activities/Project Description During Quarter 1, CY 2013, the VIPFA/viNGN team and its Phase II/Supplemental Award phase contractor, BroadMap, successfully submitted Round 7 for the NTIA/FCC Broadband Dataset on March 29, 2013, ahead of the required submission date. The validation process was more robust than for prior submissions, as the VIPFA carried out more in depth validation activities. Data was secured from AT&T Mobility, Broadband VI, HughesNet (DirectWay) and SmartNet. The team also successfully obtained data from a new broadband provider, ADM Wireless, further expanding its contributions to the National Broadband Map. The team also obtained data from Innovative PowerNet, documenting the technical layout of the backbone of its wireless network. The team also continued to work with its partners to refine the list of critical activities and budget allocations. For the Smart Grid project, the U.S.V.I. Water and Power Authority (WAPA) approved Scopes of Work from Bridge Energy Group and Dr. Sakis Meliopoulos to provide specialized expertise for testing the syncophasor equipment and system and implementation planning. The VIPFA/viNGN team is evaluating the Scopes of Work and will determine the funding allocation during Quarter 2, CY 2013. For the Street Address Normalization project, the team continued to work with the U.S.V.I. Office of the Lieutenant Governor and is considering a proposal to fund a pilot project that would mirror the broader street mapping initiative and test the process and tools before rolling the project out throughout the Territory. For the Public Safety/First Responders/LTE project, the VIPFA/viNGN team worked with the U.S. Virgin Islands Bureau of Information Technology (BIT) to successfully submit the U.S. Virgin Islands’ FirstNet Grant Application to NTIA. For the implementation of the Government of the U.S. Virgin Islands' LAN/WAN project, the team met with the Director of BIT and is now awaiting a proposal for support to fund some of the most urgent activities.

No jobs were created during the quarter by BroadMap, LLC. No new jobs were created or retained within the Virgin Islands Public Finance Authority (VIPFA)/Virgin Islands Next Generation Network (viNGN) team. VIPFA/viNGN provides 100% of the funding of the staff that supports the SBI-SBDD project outside of the federal grant.
