This award provides for ARRA Early Head Start Expansion to serve 352 Migrant and Seasonal infants, toddlers and pregnant women. The Program Services will be provided in the following Oregon counties:
Clackamas,Hood River, Jefferson,Malheur, Multnomah, South Marion and Umatilla. The Early Head Start Program provides family-centered services for low-income families with very young children (pre-birth to 3)to promote the healthly development of children and families. Our program option includes center based services appropriate for the needs of our population.

ARRA Early Head Start Funds were used to establish and operate 20 Seasonal(full-day year-round)and 31 migrant(full-day) Early Head Start(EHS) programs in seven Oregon counties (Clackamas, Hood River, Malheur,Umatilla, Jefferson, Multnomah and South Marion) to provide services each program peroid for 352 infants, toddlers and pregnant women.
The OCDC (EHS) programs promoted school readiness and the healthly development of children and familiies by providing comprehensive child and family services.
A total of 846 Migrant and Seasonal infants, toddlers and pregnant women received EHS services to promote school readiness and the healthly development of children and families.

The OCDC programs provide services to the migrant and seasonal head start families that move with the agricultural calendar. Therefore, it is difficult to project with 100% reliability the start or end of program services. The extreme weather conditions in the Pacific Northwest in the past two years have impacted that agriculture calendar. The harvesting of crops has been delayed for weeks to months or the harvesting period has been shorted or canceled. Crop failure has been well documented in Oregon State agriculture reports. Due to these conditions OCDC was unable to expend all ARRA funds. However, as indicated in our project reporting OCDC exceeded the number of children and families budgeted to be served. Every effort was made to insure that all eligible children and families in our program area received services.
