Contracts - AWARD SUMMARY
BATTELLE MEMORIAL INSTITUTE
ARRA Task Description Overall
EEPs Technical Assistance to States - Identify regional needs and develop a strategy to respond to them. Provide assistance to the states with Section 410 compliance.
State Technical Assistance ? provide specialized assistance, analyses, and support materials as requested by states to help them comply with Section 410.
Train OWIP Project Officers Assist in the mobilization of the OWIP Recovery Act Project Officers to work with the states on building energy codes issues. Provide training to them on the basics of energy codes and the requirements of Section 410.
Roadmapping - Stakeholder Tracking - track and support the efforts of all relevant entities and organizations on the implementation of the roadmap.
Develop Model Stretch Codes - Develop a cost data base with estimates of first costs for various efficiency measures. In addition, assess missing data, identify potential sources of additional data, and collect first cost data.
Evaluation of Renewables Integration - Develop a white paper that explores options to achieve the next 20% energy savings reduction (to reach 50%), including the possible use of renewables for residential and commercial buildings.
Pilot Code Comparison Web-Based Tool - develop a web-based software user interface to allow manipulation of the framework used for code comparisons. The web application will be used by state energy code officials and others to perform analysis and evaluate adoption of newer codes or code amendments. The tool will allow the user to select from the available benchmark buildings, to select the above-code features to include in the model, to supplement or override default cost data, to set economic parameters, and to run the simulations requested based on those parameters.
Code Compliance Plans & Tool Deployment - Produce a 90% compliance - toolkit - to include: onsite audit guidelines, auditing checklists for the 2009 IECC and 90.1-2007, training materials for evaluators, tracking tool(s), and materials for pilot tests and evaluation. Conduct pilot tests in collaboration with the regional energy alliances and the states using the toolkit. Finalize the toolkit based on the results of the pilot studies.
Pilot for Commercial Code Field Inspection - produce inspection video segments illustrating proper inspection of the key applicable requirements in 90.1-2007 and those requirements expected to be included in 90.1-2010.
Provide Code Books as Training Materials - Make codes (2009 IECC and 90.1-2007) or companion materials available to states and other stakeholders.
Support A&E Firms for Commercial Code Training - work with stakeholders to prepare appropriate forms of training targeted at implementation of and compliance with the building energy codes.
Training on the Residential Code - Develop and implement residential building energy codes training materials of particular interest to code officials, builders, designers, and other stakeholder groups through key partners.
Milestones:
Final report on pilot studies
Completion of 8 residential training sessions
Development of commercial training materials for architects and engineers
Development of residential training materials
Completion of training for OWIP project officers

SA 57127 Complete
SA 57140 all milestones were complete
SA 59048 This project also has been closed out and according to the Project Work Authorization dated 1/29/2013, a total $50,740.51 was returned to DOE during the quarter.
SA 59055 Project 59055 has a small amount of funds to be returned, $554, but those will be not be released until the end of FY13 as they are result of a credit that occurred in FY11.
One experimental paper describing the introduction of a proton relay is nearly ready to submit to Angewandte Chemie. A second paper using computational methods to characterize the mechanism will follow. In computational studies, a paper was submitted describing proton movement in the Fe-Fe hydrogenase channel. The synthesis of larger proteins into these catalysts is also underway. Additionally, a new catalyst with amino acids incorporated, resulting in less bulk near the metal complex shows high activity for both hydrogen production and oxidation in water. The catalyst has also been evaluted for proton movement and acts as a proton channel. Presentations were given at the Metals in Biology Gordon Research Conference, the Bioinorganic Chemistry conference and will be presented in the next two weeks at the University of Illinois, Champaign-Urbana as well as at the National ACS meeting in New Orleans.
SA 59060B The only outstanding milestone for this project (ARRA milestone 11), demonstrating the tablet capability of residential field use of the 2009 IECC, was completed on February 15, 2013. Additionally, on February 27, a presentation was given to DOE BECP on the current capability of the tablet as well as additional improvements required. This was the last scheduled milestone to be completed with BECP ARRA funding. This project will be send to the PNNL close-out office and any remaining funds will be returned to DOE. Currently, this project has $3,399 remaining, which is related to subcontract commitments.
