Activity #1 Parks Lighting: Increase lighting efficiency at five Boise Parks Facilities (Ann Morrison Infrastructure Shop, Fort Boise Community Center, Morris Hill Cemetery Shop, and two Julia Davis Park Shops) by upgrading from T12 to T8 lamps/fixtures and installing CFLs to replace incandescent bulbs. Project Completed. Activity # 2 West Boise Wastewater Treatment Facility Cogeneration Project: Construct a 1 MW Cogeneration Facility fueled by the West Boise wastewater treatment facility digester methane gas. Boise City is expecting to enter into a inter-connect power purchase agreement with Idaho Power to sell the power generated from this facility. Proj. Cancelled Activity #3 Fire Station Energy Efficiency Lighting: This project was intended to upgrade/retrofit existing lighting fixtures to more efficient fixtures. The project was completed prior to receipt of the grant. Funds intended for this activity will be transferred to other activities. Proj. Cancelled Activity #4 Adopt 2009 International Energy Code: Funds will be used for the City to adopt the 2009 International Energy Conservation Code. This project will focus on the educational and training aspects of Code implementation. Activity #5 Geothermal State Intertie: Connect the City's geothermal system with the State of Idaho (Capitol Mall) geothermal System. The project will also complete a major looping of the City system to increase system reliability. The project consists of construction of 2400 l.f. of 8" supply and 6" collection line and 220 l.f. of 6" of supply line. This partnership with the State of Idaho will facilitate increased reliability for both systems as a backup to each other in providing geothermal water in the event one system is experiencing either pumping or piping problems. Project Completed. Activity #6 Residential Energy Audits with Idaho Power: Residential Energy Audits with Idaho Power: Idaho Power received a subgrant to manage a program for homeowner energy efficiency education that includes home energy audits and the installation of low cost, energy-saving measures (i.e., installation of CFLs, insulating heating units and pipes, installation of low-flow showerheads, sealing air leaks in heating). Auditors visited 650 homes in the first round of audits in 2011. An additional 226 audits/installations completed Apr. 2012-Aug. 2012. All homeowners will be given a post audit survey to determine their experience and if additional energy efficiency measures were taken as a result of the audit. An analysis of electric consumption and the installation of additional energy efficiency measures will be developed based on the results from the first 650 homes that were audited. Activity #7 LED Street Light Conversion: Convert (retrofit) approximately 2,055 historical and shoebox style street lights from high pressure sodium to LED, a more efficient lighting technology. Conversion of the lights is estimated to achieve 50% to 60% in electricity savings and improved efficiency by reducing operation and maintenance costs due to equipment life being approximately two times longer. Activity #8 Energy Retrofit Revolving Loan Fund: Provide low interest loans for energy efficient retrofit projects to eligible homeowners whose income is at 80% AMI or below. The average loan is estimated at $7,000. Proj. Cancelled Activity #9 Solar Power Project: Install solar panels at City Hall West, Boise's new Police and Fire Department administration offices. The generated energy will be used to pre-heat domestic hot water to reduce the consumption of natural gas for hot water heating in this 91,000 SF facility. Solar capacity of 9-10 kWs is expected. Project work completed June 2011. Contract closeout paperwork completed July 2011 with final payment sent to contractor following receipt of Idaho State Tax Commission release September 2011. Monitoring of system performance will continue through December 2011.
