Infrastructure Purpose and Rationale These projects meet the following purposes of the Recover Act: 1. to preserve and create jobs and promote economic recovery. 4. To invest in transportation, environmental protection, and other infrastructure that will provide long term economic benefit. The rationale for purpose No. 1 is that in Southern California, construction companies have lost a large part of their work since the recession has slowed down or stopped much of the new building/housing/infrastructure constuction. This project is putting several construction companies and their subcontractors to work. The rationale for purpose No. 4 is that these projects are for recycled water infrastructure. These projects will reduce the need for costly imported water from the Delta State Water Project. These projects will reduce the adverse impact on the environment that exporting of water has on the Delta ecosystem. The recycled water will also reduce the pollution that is created by transporting the water to Southern California. Locally, this project will actively reduce the need for costly imported water, and help drought-proof the local economy.
