AWARD DESCRIPTION: City of Hobbs Energy Efficiency and Conservation Block Grant Program
Progress Report Highlights are as follows: City completed the Bid Specifications and the project was bid out, with advertisements on July 1 and July 20, 2010, as Mechanical Upgrade to City Buildings. The City awarded the bid to AG Custom on August 16, 2010 in the amount of $183,030.70, which includes state tax. The City also approved a project budget of $203,603.68 in total expense. The City will charge $128,700 of the construction contract to the Energy Grant project. The balance of funding of $75,000 was paid by the City General Fund. All charges against the Grant will be for construction.
The buildings completed for HVAC work are: Cemetery Chapel, Municipal Court, Fire Station #1, Fire Station #2, Police Department (Jail) and Senior Center. The Contractor started in September 2010 and is now 90% complete as of December 31, 2010. Payments made to the Contractor are Pay Estimate #1: $94,657.24 on 11/7/10; Pay Estimate #2: $42,725 on 12/2/2010 for a total of $137,382.24; and Pay Estimate #3 of $24,566.88 was paid after the quarter ended on 1/ 6/2011. A final payment to the Contractor was then made in the amount of $1,520.44. Therefore the City has expended all of the funds on the project in excess of the $128,700 grant. The project is therefore 100% completed. If DOE needs to come and inspect or carry out an audit of the expenditures, please let me know.
The only problem to date is that the City has received grant funding from the Federal Reserve Bank in the amount of $128,700. The grant is 100% COMPLETED.
