American Samoa (AS) proposes a Cooperative Agreement (CA) with the Office of the National Coordinator for Health Information Technology (ONC) that would enable American Samoa to develop and implement a plan for Health Information Exchange (HIE) capability. The plan will address how AS health care providers will be able to electronically share information with providers in the region, and with laboratories, pharmacies, and insurers. The overall and formidable goal of the CA is to improve clinical care and patient safety, health care system efficiency, and public health reporting through the secure sharing and exchange of health information that respects and enforces the privacy of health information. The specific objective of the CA is to develop and implement a plan that will operationalize a HIE capability to appropriately share health information. Specifically, the AS proposes a two-phased approach to achieve the goal. Phase 1: the Planning Phase - proposes to develop an AS-wide Strategic Plan for HIT, EHR Adoption, and HIE and an Operational Plan for HIE. The Strategic Plan will address the (a) Governance; (b) Finance; (c) Technical Infrastructure; (d) Business and Technical Operations; and (e) Legal/Policy considerations. Phase II: the Implementation Phase - proposes to implement an HIE capability between the VistA/CPRS system used by the AS Medical Center Authority (ASMCA), with the reference laboratories, pharmacies, and an NHIN CONNECT capability with software adaptors for the CPRS and other EHRs and health summary exchange with health care providers in Hawaii and around the region.
Note: Since the approval of the State HIE Plan and further programmatic clarifications, American Samoa will be issuing an RFP for the procurement of a certified EHR system with the assistance of the HIE.
