Value analysis on the planning strategy and feature designs for Houston-Galveston Navigation Channel, Connecting Placement Areas 14 & 15 and Marsh Habitat Creation, Harris County, TX. The project entails the construction of new earthen levees in the open water of Galveston Bay to serve as containment structures for the later establishment of intertidal marsh areas between and adjacent to two existing upland placement areas, PA 14 & 15. The contractor is to provide at least four team members having a combintion of engineering disciplines suited to he project features that are to be constructed. One team member shall be civil engineers having substative knowledge and demostrated experience in the planning, design, or construction of projects in at least two of the followoing areas: coastal erosion; benefical use sites using dredged material, dredge material placement area; coastal erosion protection systems; geotechnical engineeringin marine environments; or costal engineering. A cost engineer shall be employed if needed to prepare detailed cost comparisons between the planned designs and proposed alternatives. The VE Study shall be held in Galveston, TX.
