CDBG-R funds will invest in two projects, the Mission Bay Infrastructure project and the 220 Golden Gate Affordable Housing Development project. The Mission Bay Infrastructure project is sewer and street improvements that are directly tied to the construction of a new storm water pump station. The work includes the installation of subgrade utility infrastructure for storm drainage, sewer, water, electrical and gas, and improvements of the surface streets made necessary by the subgrade work. The 220 Golden Gate Affordable Housing Development project is the adaptive reuse of the Central YMCA building into 172 units of housing for chronically homeless individuals. The new housing development will include a state of the art health clinic for formerly homeless persons both from this project and other supportive housing in San Francisco.

Quarterly Activities/Project Description Mission Bay Infrastructure Project: As of the end of Quarter 1 of FY 2011-2012, this project was completed and all of the CDBG ARRA funds for this project have been expended. 220 Golden Gate Affordable Housing Development: All CDBG ARRA funds for this project were expended in Quarter 2 of FY 2010-2011. As of March 31, 2012, 77% of the construction is complete. Construction for this project is expected to be completed towards the end of 2012 with funds other than CDBG ARRA. Rentup of the affordable housing units is expected to commence in December of 2012. After the 220 Golden Gate housing units are rented up, San Francisco will be able to close-out its CDBG-R program.

Infrastructure Purpose and Rationale San Francisco has expanded the scope of the Mission Bay project, which HUD has approved. The amount of CDBG-R funds going toward the project remains the same. The original project was the installation of a storm water pump station in the Mission Bay community to handle storm water run-off for the basin of the surrounding area. The project has now been expanded to include sewer and street improvements that are directly tied to the pump station. The expanded work includes the installation of subgrade utility infrastructure for storm drainage, sewer, water, electrical and gas, and improvements of the surface streets made necessary by the subgrade work. CDBG-R funds will be used for this expanded work of sewer and street improvements instead of the installation of the storm water pump station. This infrastructure provides long term economic benefits by facilitating additional development activity, including the estimated $80.5 million construction of 150 units of affordable housing and the estimated $5.4 million development of 1.5 acres of parks and open space that serve these units, all of which depend on this pump station to handle their storm water flows. The infrastructure investment also is part of a larger overhaul of infrastructure at Mission Bay that eliminates antiquated combined storm and sewer systems that currently jeopardize the environment with overflows of sewage into the San Francisco Bay during large storm events. This project is anticipated to employ approximately 140 people from construction trades and will help to keep engineers, architects, contractors and subcontractors employed (some of the hardest hit sectors of employment during the recession).
