SANTA CLARA, COUNTY OF
The Santa Clara County Public Health Department will be the lead agency for the Communities Putting Prevention to Work (CPPW) Tobacco Prevention and Control Program. It will build on the successful efforts of the Tobacco Free Coalition that has been in force in Santa Clara County since 1990. It also will use the cadre of youth health advocates who are active in the Community Advocate Teens of Today and the Digital Club House Network. Commitments to participate on the Leadership Team have been received by ten top leaders in the county, and pledges of support and participation have been received from all 32 public school districts in Santa Clara County as well as a very broad group of office holders and community leaders.\nThe CPPW Tobacco Prevention and Control Program will utilize media and marketing to counter pro-tobacco influences, establish local tobacco retail licensing requirements, limit tobacco advertising near schools, advocate effectively for increasing the price of tobacco through evidence-based pricing strategies, and build significantly greater capacity for smoking cession services. The program will operate countywide, positively affecting all 1.8 million residents. In addition, it will include focused efforts on populations that smoke in disproportionately high numbers and suffer disproportionately from the burdens of chronic disease.\nThe program has been designed to achieve the goals for Santa Clara County, California of a 10% decrease in adult smoking prevalence, preventing tobacco-related death in 1/3 of these adults, and a 40% decrease in the percentage of non-smoking adults who are regularly exposed to secondhand smoke. It will achieve a 25% decrease in youth smoking prevalence, preventing tobacco-related death in 1/3 of these youth, and a 30% decrease in the percentage of youth who are regularly exposed to secondhand smoke. The CPPW Program also will help promote economic recovery in a county that has been hard hit by the recession, with more than 100,000 workers unemployed.

Program Communications
? Disseminate accomplishments, best practices, and lessons learned through learning opportunities at local, State and National levels.

College/University Campuses
? Air monitoring assessment (SJSU): smoking activity associated with increased levels of fine particulate matter relative to control levels; and
? Association between proximity and wind direction: downwind and close proximity leads to higher levels of concentration.
Smoke-free Outdoor Areas
? San Jose?s Fresh Air Campaign: Increases awareness and compliance of SJC?s recent secondhand smoke rules related to outdoor dining. Targeted areas of the ads include: 1) ?out-of-home? placements such as restaurants, bars, coffee shops, and convenience stores 2) Outdoor placements: transit shelters, billboards, and inside and outside of buses. Reach is ~ 178,829,397 impressions. An intercept survey reached almost 1,000 respondents focusing on Spanish and Vietnamese speakers, African Americans, and LGBT identified individuals.
? Milpitas gathered information for pending tobacco smoke-free environmental changes in outdoor eating/drinking areas, common areas of multi-family housing units, all hotels and motels, and service lines/areas.
? Town of Los Gatos unanimously approved smoke-free parks on 1/22/13.
? A Palo Alto city council committee approved moving forward with prohibiting smoking in smaller parks (5 acres or less).
TRL
? The Tobacco Free Coalition of Santa Clara County and Public Health presented an award of appreciation to the Campbell City Council for their leadership on passing a TRL on 11/20/12.
