The Incorporated County of Los Alamos, Department of Public Utilities (DPU) owns and operates the Abiquiu Hydroelectric Plant (FERC No. 7396) located in Rio Arriba County, New Mexico. The DPU objective, to construct a powerhouse addition to the existing hydroelectric plant with the addition of a new 3.1 Mega Watt (MW) low flow turbine generator which will increase total plant power generation by 22% from 13.8 MW to 16.98 MW, is complete.

Quarterly Activities/Project Description This is the final (ninth) prime recipient report for this project. Construction of all Project Objectives and Goals has been completed. Turbine generator start up successful and full time commercial operation of the new equipment was begun 11 May 2011. A new main plant transformer was delivered and stored on site. All project activities were completed on budget. The final ARRA funds were requested last quarter because total payment for all project work, including approved change order work, exceeds the original grant total and the full 50% grant match payment became appropriate. Project close out has occurred this quarter (Jan-Mar 2012). This is the final report for this project.

Description of Jobs Created In order to try and avoid confusion, the number of jobs created is listed for the entire project for each of the quarters of this project. The description of these jobs is they are on site construction jobs directly working on the physical construction of the facilities for this project. Construction Foremen, Superintendents, equipment operators, iron workers, electricians, plumbers, laborers, etc. are all represented in this project during the period the project has been under construction. This quarter (1st Quarter FY 2012 or Jan-Mar 2012) the last of the construction has been completed. By quarter the number of jobs is 2.7 FTE for Oct-Dec 2009; 5.9 FTE for Jan-Mar 2010; 5.1 FTE Apr-June 2010; 0.5 FTE July-Sept 2010; 3.5 FTE for Oct-Dec 2010; 4.9 FTE for Jan-Mar 2011; 1.8 FTE for Apr-June 2011; 0.1 FTE for July-Sept 2011; 0.2 FTE for Oct-Dec 2011; 0.2 FTE for Jan-Mar 2012. The Final Total of FTEs for this project is 24.9 FTEs. Of course, these FTE totals represent half of the actual work force because the ARRA grant award funds 50% of the total costs of the project.
