The State Energy Sector Partnership and Training Grants were designed to teach workers the skills required in emerging industries, including energy efficiency and renewable energy. These grants are designed to achieve the following goals: Create an integrated system of education, training and supportive services that promotes skill attainment and career pathway development for low-income, low-skilled workers leading to employment in green industries. Support states in implementing a statewide energy sector strategy including governors' overall workforce visions, state energy policies and training activities that lead to employment in targeted industry sectors. Build and strenghthen partnerships dedicated to building a skilled clean energy workforce. Develop new partnerships with other agencies receiving Recovery Act funds to support strategic planning and implementation efforts.

Quarterly Activities/Project Description Period activity includes ongoing management of active contracts, including the three Regional Teams. During this period three applications were developed into contracts and one remains in LWD Executive Review. In addition, existing contracts were modified to increase grant awards and allow for expanded training efforts. These contracts included expansion of the Insulators Local 32 to a statewide initiative including the two other locals and the NJPLACE contract being expanded to allow for additional credential/training evaluations to be conducted and an increase in the marketing of the initiative. Regional Leads continue to market program and funds within their area, writing OJTs and providing classroom training opportunities. The Southern Regional Team has requested additional funding to cover new regional training requests of both incumbent and unemployed workers. SETC/LWD is working to accommodate the requested funds. During this quarter, considerable emphasis has been placed on closing contracts, deobligating balances and reallocating available funds. As of March 31, 2013, all $5.4M of sub-contract award money has been obligated. As of the end of this reporting period approximately $3.3M has been invoiced. As of March 31, 2013: Fifty-seven contracts have been awarded through the SESP program, including the three regional contracts. Thirteen contracts remain open with outstanding balances of $2,003,990. One contract remains in LWD Executive Review. As of March 28, 2013, RAD indicates 1,929 total participants served with 1,537 total individuals completing training and 1,956 total credentials received (some individuals received more than one credential) and 1,062 trainees have entered training-related employment. Staff continues to solicit reports and capture data on trainees covered under the 57 contract awards. Individual summaries on all contracts remain under development.
