Quarterly Activities/Project Description The purpose of the Gulf Coast Regional Extension Center (GCREC) is to facilitate safe, effective, and Meaningful Use of HIT by Eligible Professionals, Critical Access Hospitals (CAHs) and Rural hospitals. The GCREC leadership has changed. Dr. Jack Smith is the acting PI. Samuel Liong is the Executive Director. The GCREC accomplishments for Milestone 1: Enrollment/Sales Team Activity: We have exceeded enrollment at 2405 (109%) participating providers, ONC target revised is 2200. We are currently working with 1714 (78%) providers at M2 and 610 (28%) providers at M3. GCREC priorities are achieving MU for the currently 78% providers at M2 and overall acceleration of these providers from M2 to M3. We are working to increase marketing efforts to enroll additional providers that need support for Meaningful Use. GCREC is awaiting completion of agreement with Medicaid to provide EHR services for 400 specialists eligible for Medicaid Incentives. The GCREC 2013 calendar has been completed with important Medicaid and Medicare incentives dates for providers. GCREC continues to provide public education on HIT and Meaningful Use topics through our monthly webinars series; the webinars are hosted by GCREC in collaboration with CentrEast, West Texas, and North Texas RECs. Hospital Enrollment: Nine hospitals (45%) have been enrolled, 6 (30%) hospitals are at M2 and 4 (20%) at M3 status. There are 4 more hospitals targeted for enrollment this year. The plan is to attain go-live for 3 hospitals (M2) by the end of May 2013. Four hospitals plan to reach Meaningful Use (M3) by the end of July 2014. The program manager working on CAH/RH activities continues to provide education and Meaningful Use consulting to enrolled hospitals beyond the initial reporting year.

Description of Jobs Created Ms. Banyai is our HIT Security and Risk Assessment expert for consulting services, she manages webinars, and the TXRECS recommended approach program (vendors). Ms. Garza provides support for the human resource, budget, and financial reporting needed to maintain GCREC operations. Dr. Gong works with the Workforce Program and works with University and Community Colleges HITECH program apprentices. Ms. Graves manages daily operations of the workflow and usability projects for the Vendor Lab. She works closely with Dr. Zhang in evaluating and tracking vendor usability activities. Mr. Ishee serves as consultant with sustainability planning and policy development for the GCREC and governmental relations along with regional HIEs. Ms. Knowles serves as clinical informatics and outreach manager to educate providers with review and evaluation of available EHR systems; and provide expertise and consultation on the methodologies, best practices, and techniques to optimize medical records data management systems and activities. All field consultants report to Ms. Knowles. Mr Liong is the Executive Director and provides management to all program and operations activities, organizational structure and the financial reporting requirements. He is also HIT/CMS meaningful use expert and trains junior consultants. Ms. Poole serves as a HIT Consultant in the Greater Houston area. She provides Meaningful Use support to physicians enrolled with the GCREC. Ms. Reyes provides GCREC consultant services in the Rio Grande Valley region. Ms. Robertson works as the coordinator managing the Customer Relations Management (CRM) database for tracking providers? milestone progress. She is responsible for tracking subcontractor/vendor's progress towards project objectives. Ms. Robertson is also the financial analyst for the program. Ms. Rojas provides administrative support to PI and Core management team, setting up meetings and conference calls, handles accounts receivables and vendor payments, documenting minutes, coordinating travel and other activities. Ms. Smalls is GCREC regional consultant for CAH/RH, PPCPs and professional consulting. She also provides CMS MU training for junior consultants. Mr. Scurry provides GCREC consultant services in the Houston and surrounding areas. He has extensive experience in software and hardware deployment, electronic health records training, and meaningful use consulting. Mr. Gonzalez provides consulting to suppport practices in the San Antonio area. He has a strong background in project management, lab systems development and implementation. Dr. Killoran serves as the physician advisor for the GCREC. He provides strategic guidance to support GCREC operations and sustainability. Dr. Smith serves as the PI for the CGREC. Ms. Thompson as Web Developer will be responsible for the coding and development of the Web-sites. She will have experience with Wiki?s, Social Network Programs and data-base driven websites. Ms. Williams works with providers enrollment, customer satisfaction, and is the secondary resource for CRM. Dr. Jiajie Zhang leads the workflow-usability team with focus on the evaluation, testing and demo of EMR systems from selected vendors. He is a well-published expert in the field of usability and provides guidance to GCREC on this this subject.
