The Neighborhood Stabilization Program 2 will assist approximately 286 units of affordable housing, based on the program modification approved by HUD on March 26, 2010. The program will operate in selected census tracts, as defined in the City's application for competitive funding. The original application and a proposed modification based on the amount awarded can be seen in the appendix to the City's Year 36 Consolidated Plan, available at www.phila.gov/ohcd/consolplan.htm. The following activities are proposed to be supported: 1) Purchase Incentives, to assist buyers of foreclosed upon residential properties; 2) purchase, renovate and re-sale, to make repairs and return foreclosed upon properties to the private homeownership market; 3) Gap financing for multi-family properties, to rehabilitated foreclosed upon multi-family properties for low income renters; 4) Gap financing for redevelopment, to subsidize the construction of at scale rental housing in the target neighborhoods of Mantua, Point Breeze and Wayne Junction/Nicetown; 5) Demolition, to support selective demolition in target areas, particularly large commercial or industrial buildings; 6) Loan loss reserves, to create a financing construction loan mechanism for development; and 7) Administrative costs, to pay allowable planning and adminstrative costs.

Quarterly Activities/Project Description Below is a summary of NSP2 expenditures and commitments for the following NSP2 program activities: PURCHASE, RENOVATE AND RESALE SINGLE FAMILY HOMES: The Redevelopment Authority has financed over $13.9 million to acquire and rehabilitate 78 single-family foreclosed homes. Of the 78 homes, 54 were sold to income-qualified homebuyers and the remaining 28 are under construction. One property is expected to settle within the next 30-45 days. GAP FINANCING FOR HOMEOWNERSHIP: Community Ventures Point Breeze Scattered Site (8 units) and Northstar (6 units) are 100% completed. The Innova project at South City Gardens, the Cashel project and 17th & Federal are 100% completed. DEMOLITION: The Department of Licenses and Inspections has expended $ 4.0 million for demolition in eligible NSP2 neighborhoods. GAP FINANCING FOR MULTI-FAMILY RENTAL: Of the six NSP2 multi-family housing developments (81 units), WPRE II, Shelton Court and Patriot House are completed. 3909 Haverford Avenue was 100% completed in this quarter. Mt. Vernon Manor and Nicetown Court II were closed on construction financing in August. Construction is 65% completed on Mt. Vernon Manor and 60% completed on Nicetown Court.

Description of Jobs Created In the present quarter, 55.21 Full Time Equivalent (FTE) jobs were created or retained. Under GAP FINANCING FOR MULTI-FAMILY RENTAL, Mount Vernon Manor accounted for 10.31 Full Time Equivalents, and Haverford Apartments accounted for 4.07 Full Time Equivalents. Under GAP FINANCING HOMEOWNERSHIP, the Northstar project accounted for .49 Full Time Equivalents. The Department of License & Inspections accounted for 30.10 Full Time Equivalents for the quarter for demolition costs. The Philadelphia Redevelopment Authority accounted for a total of 9.77 Full Time Equivalents and the Office of Housing and Community Development accounted for .47 Full Time Equivalents for this quarter for administrative costs.
