MED VIRGINIA
Authorized release of Medical
Information through integration
with the Health Information
Network (NHIN) - The Social
Security Administration (SSA)
disability program processes
over 3 million disability
applications per year and
makes more than 15 million
patient-authorized requests for
medical information from health
care providers at all levels of
the disability adjudication
process. Leveraging health
information technology (HIT) to
automate both the authorized
request and receipt of data has
significantly reduced the time it
takes for processing of SSA
disability claims and
MedVirginia will leverage its
production model of having a
single gateway to the
Nationwide Health Information
Network (NHIN) and SSA,
while enabling the MedVirginia
HIE and the Centra Health
System EHR (Electronic Health
Record) to be queried. This will
demonstrate the MedVirginia
limited production model to be
scalable and replicable for an
even wider expansion
nationwide in the future.
MedVirginia has become widely
recognized as a national leader
in Health Information Exchange
(HIE) through its successful
participation in the NHIN Trial
Implementation in 2008.
Building on that success, in
early 2009 MedVirginia became
the first -- and remains the only
-- HIE in live limited production
on the NHIN, in conjunction
with the Social Security
Administration (SSA) via the
open-source CONNECT
gateway. Together,
MedVirginia and SSA paved
the way to this current project,
and MedVirginia is ready to
build on our early shared
success and bring additional
clinical data suppliers to SSA.
MedVirginia will expand its
service area significantly
through a partnership with
CENTRA, a highly-regarded
healthcare provider based in
Lynchburg, Virginia. CENTRA
is a three-hospital system
based in Lynchburg, VA.
CENTRA?s EMR use is in the
top 6% of hospitals in the
nation according to the HIMSS
Analytics EMR Adoption Model
(stage 5.1) with the deployment
of CPOE, clinical decision
support, clinical documentation
and closed loop medication
administration.
MedVirginia will use a technical
model of having a single
gateway to the NHIN and SSA,
while enabling two separate
HIEs to be queried. This offers
a scalable and replicable model
for even wider expansion
nationwide.
Value will be obtained from the
MedVirginia SSA Limited
Production Project by sharing
the knowledge gained, or the
?Lessons Learned? and
applying it to the SSA ?
MedVirginia/Centra Project. In
doing so, the knowledge is
being catalogued for both
immediate and long-term usage
for similar projects.
CENTRA?s McKesson Horizon
Clinicals EHR was
implemented in 2005 for the
two hospitals in Lynchburg. In
July 2009, this EHR was
successfully installed in its third
hospital located in Farmville,
VA, Southside Community
Hospital, a small, rural hospital.
A single clinical data repository
(CDR) exists for the three
CENTRA hospitals.
Applications currently
implemented within CENTRA
hospitals that provide a robust
set of structured data include:
? Electronic Master Person
Index consisting of 90% of
primary care population
? 100% Physician Electronic
Signature
? 95% Bedside Bar Coding of
medication
? 92% of Nursing
Documentation Electronic
? 57% of all orders entered online
by a physician (CPOE)
? 72% of all medication orders
are entered by physician
(CPOE)
? 467 evidence based CPOE
order sets and clinical protocols
? Fully implemented Radiology
and Cardiology PACs,
Laboratory, Radiology and
Pharmacy systems
Along with CENTRA,
MedVirginia will, again, partner
with Nationwide Health
Information Technology (NHIT).
NHIT participated in the original
NHIN initiative by providing the engineering and architectural
resources responsible for
evaluation, selection,
integration, and deployment of
a production CONNECT NHIN
Gateway.
