EMPLOYMENT DEVELOPMENT, CALIFORNIA DEPARTMENT OF


Throughout this quarter the grant manager has been providing technical assistance regarding the Recovery Act Data system to each of the SESP regional teams as well as working with teams to ensure that they meet or re-evaluate their Participant Enrollment Plans. The SESP grantees, meanwhile, have continued to enroll participants, reaching 517 enrolled in the SESP training programs as of September 1, 2011. Each of the 6 SESP grantees are in various stages of their grants with some projected to complete their programs a full year ahead of schedule. In addition, the California SESP grant was evaluated by a U.S. Department of Labor contractor in August and each of the grantees was interviewed regarding their respective programs. As part of the evaluation a site visit was conducted at the Sacramento Employment and Training Agency (SETA) as well as their partner training provider the Sacramento Area Electricians Training Center. A focus group of participants that have begun training through SETA's program was also conducted. Results of the evaluation will be released in the following quarter.

Quarterly Activities/Project Description Throughout this quarter the grant manager Kelly Luong, has been continuing to provide technical assistance regarding the Recovery Act Data system to the SESP regional teams as well as working in conjunction with the Employment Development Department to modify Budget Exhibits and Participants Plans to ensure teams are on track with their expenditure plans to reflect the new end date of June 30, 2013. During the next months, California Workforce Investment Board plans to collaborate with the Regional Teams in the collection of data to prepare for a written Sustainability Plan. The intent of the Sustainability Plan is to capture best practices, efforts made to address the challenges and corrective actions that are made to ensure grant success, lessons learned, etc. This data is to be shared throughout the state and help Regional Teams achieve sustainability by aligning their efforts with federal, state and local governmental policy objectives. The Regional Teams continue to work with local employers to place individuals who successfully completed training programs into industry recognized jobs.

Description of Jobs Created The California Workforce Investment Board has funded one full time Research Analyst II position for the administration of the SESP grant and six regional teams to provide oversight for all facets of the SESP grant. With a total of 1200 people served, the Regional Teams will work with local employers to place individuals who successfully complete training programs and receive industry recognized certifications. All training programs administered through this grant are required to result in an industry certificate or degree.
