KEYSTONE INITIATIVE FOR NETWORK BASED EDUCATION AND RESEARCH
This award will support the Keystone Initiative for Network Based Education and Research(KINBER), a not-for-profit corporation that will develop and build the Pennsylvania Research and Education Network (PennREN). KINBER is a partnership of leading institutions of higher education, healthcare providers, and other key anchor institutions throughout the state. Once built, the PennREN statewide fiber network will be an advanced backbone and high speed internet infrastructure project that will facilitate initiatives in the areas of K-20 education, research, healthcare, public safety, homeland security and economic development. PennRen is expected to buildout over 1,600 fiber miles that will expand broadband access and connect 60 critical community anchor institutions in 39 counties across South and Central Pennsylvania. This award will support the project development and construction of this network, creating more than 60 points of interconnection across the state.

| Quarterly Activities/Project Description |
At the end of Q1 2013, KINBER reports all 1,612 miles of fiber completed with sixty-two (62) Community Anchor Institutions (CAIs) connected to the network. KINBER has completed the network equipment installations at all twenty-three (23) of the planned locations to house equipment.
KINBER has promoted all fifteen (15) network segments into production status.
KINBER has completed the designs and implementation of the final management network architecture for out-of-band OOB management of all node locations.
KINBER has developed and integrated business processes including fiber maintenance, fiber IRU requests, and incident management procedures for interfacing with field maintenance teams.
KINBER continues to work with last mile providers to establish a last mile services strategy that includes the implementation of Network to Network Interfaces (NNI) as a way to connect off-net customers to PennREN.
KINBER has developed the technology solutions for providing last mile services to PennREN ON-NET customers who wish to be early adopters and get connected as soon as possible.
