HOUSING AUTHORITY OF THE COUNTY OF SAN BERNARDINO
OVERALL PURPOSE: This project addresses Internet and computer access needs for an array of vulnerable populations, and provides job creating strategic facilities via five (5) sites throughout the County of San Bernardino. The project builds on existing Neighborhood Network Centers (NNCs) located in Public Housing developments operated by the Housing Authority of the County of San Bernardino (HACSB). The project addresses BTOP purposes by providing broadband access to consumers in unserved areas, and by offering broadband education, awareness, training, access, equipment, and support to job-creating strategic facilities and vulnerable populations. With requested funds, NNCs are offering broadband access more than 27,000 HACSB clients, plus a general public that totals 355,713 in four cities.
REGIONAL NEEDS: San Bernardino County covers 20,052 square miles, an area larger than Massachusetts, Connecticut, Rhode Island, and Delaware combined. HACSB provides housing and supportive services to 27,637 adults, seniors, and children throughout the County, including 5,142 people with disabilities and 2,365 seniors. Almost without exception, residents do not own
computers, and cannot afford Internet access. Existing NNC services provide access, primarily for school-age children and adult job seekers. Prior to the BTOP award, the NNCs were limited in speed of Internet access, platforms available, opening hours/staffing, and array of training and job preparation opportunities.
ARRAY OF SERVICES: New staff and contractors/partner organizations have expanded opening hours and open access to local residents, who are also vulnerable populations. Connection speed has been increased using dedicated T1s. Staff and contractors are delivering technology training and workforce development programs at all NNCs, and all NNCs will support online learning and academic work (K-14). In addition, upgraded NNCs are helping MtW participants access workforce development programs and online learning.

TWELFTH QUARTER PROGRESS:
Five (5) public computer centers, two located in San Bernardino and one each located in Redlands, Colton, and Barstow, continue to provide high speed Internet access to residents of Public Housing sites, persons receiving rental assistance, and the surrounding communities. During the twelfth quarter, these sites delivered an average of 393 user visits per week, which is 67.8% of the projected level for this quarter due to three-day weekends for patrons and public computer centers staff on Martin Luther King, Jr. Day (01/21/2013) and Presidents Day (02/18).
The workforce training contractor has placed 270 people (cumulative) in jobs as of the end of the quarter.

The grant has created jobs for six (6) full-time persons who work in the public computer centers providing user support, training, outreach, and data collection. These positions have worked 4.33 Full-Time Equivalent (FTE) during the twelfth quarter.
In addition, the grant has sustained 1.84 FTE in contractor jobs for job training, data collection, and security.
