EA ENGINEERING, SCIENCE, AND TECHNOLOGY, INC.
The Garland Creosoting Superfund Site (Garland site; EPA Identification No. TXD007330053) is an abandoned creosote wood-treating facility located on 12 acres at 3915 Garland Road, Longview, Gregg County, Texas, 75602. The purpose of this Task Order is to provide Community Involvement (CI) support for the Garland site. Activities include project planning and support, public meeting support, fact sheet preparation, public notices, and site mailing list maintenance.
The project management activities are budget tracking and status reporting, management of the CI team, and maintaining regular communication with the U.S. Environmental Protection Agency (EPA) Task Order Monitor (TOM). EA Engineering, Science, and Technology, Inc. (EA) will monitor up to three newspapers and four television stations in the region as identified by the EPA TOM. EA will provide support during a public information meeting and will assist with a pre-planned media event (i.e., site tour) upon conclusion of the remedial action construction activities. The site tour and public meeting are anticipated to be on the same day. Visual aids, such as posters and handouts, are to be used and/or distributed during the site tour and public meeting. Prior to conducting the tour or meeting, EA will provide assistance with the creation and mailing of invitations in both English and Spanish versions. The community mailing lists will be updated by EA on a monthly basis and/or immediately following public meetings or availability sessions. The actual mailing of any information to the community will be performed by EPA.
In addition, a meeting notice will be prepared for publication in the local newspaper, the Longview News Journal, and other appropriate publications as directed by EPA.
In summary, significant deliverables during the project include the following: public meeting Power Point presentation, site tour/meeting visual aids, court reporter transcripts, fact sheets, information letters, newspaper announcements, public notices, and mailing list updates.
The completion goal for all CI activities, including Task Order closeout, is 20 November 2010.

During this quarter, EA personnel continued to conduct community involvement activities and monthly American Recovery and Reinvestment Act reporting. The community involvement activities consist of monitoring the internet on a weekly basis in search of news articles, stories, blogs, or other literature associated with the community’s interest in the Garland Creosoting Superfund Site’s construction activities. EA submits a weekly report via e-mail to the U.S. Environmental Protection Agency (EPA) Task Order Monitor. During this period, EA received and reviewed a mailing list for development and distribution of the invitations for the public meeting; a total of 215 color invitations were delivered to the EPA mailroom for mail out to the public. EA readied materials for the public meeting, including making arrangements for the publication of the notice in the local newspaper, developing a Power Point presentation, creating eight posters of construction activity photographs, and preparing a representative model of a Subtitle C Resource Conservation and Recovery Act containment cell. EA provided logistical support during the public meeting which was conducted on 14 October 2010. Following the meeting, EA supplied the four attendees and the EPA Task Order Monitor with electronic copies of the presentation. EA also supplied EPA with an electronic copy of the sign-in sheet, the original sign-in sheet, an updated mailing list, and the original affidavit for the public notice.
