MASSACHUSETTS WATER POLLUTION ABATEMENT TRUST
Award Description: This agreement provides funding under the ARRA of 2009 to the State of Massachusetts to capitalize its revolving loan fund for the financing of construction of wastewater treatment facilities and associated infrastructure, green infrastructure, nonpoint source projects, estuary projects, and program administration.

Activity Description: The primary purposes of the agreement are to: preserve and create jobs and promote economic recovery through the investment in infrastructure projects that will improve water quality, promote economic growth, and generate long-term benefits. Massachusetts has executed 2% interest loan assistance agreements totaling $571.7 million to finance 61 projects across Massachusetts. The ARRA funds are being used to provide principal forgiveness on these 2% interest loans. |

Jobs Description: Engineering and construction-related jobs involved in the design and construction of wastewater infrastructure projects as well as sustaining existing wastewater treatment plant jobs. Jobs created or saved are calculated by determining the total number of hours worked on the total project receiving ARRA funding. Total hours are divided by the quarterly hours in a full-time schedule. This is the total FTEs for the total project. FTEs are then multiplied by the percentage of principal forgiveness the ARRA funds are providing for the project. ARRA funds will be drawn first on the project. Job reporting will continue after ARRA funds are disbursed until project is complete. |
