The Recovery Act Child Care and Development Block Grant provides additional child care assistance for California's low-income families. In addition, the quality funding is being used to support programs to improve the quality of child care including: (1) increasing the supply of infant/toddler family child care providers throughout the state by the recruitment, training, and initial support of family child care providers serving infants and toddlers; (2) aligning and integrating essential content and competencies of key California Department of Education, Child Development Division materials and initiatives into core early childhood education curriculum in the California Community Colleges and the California State University systems; (3) supporting a statewide initiative to expand opportunities for inclusion of children with disabilities and other special needs in child care settings and expanding work in conjunction with California’s two year training plan with the Center on the Social and Emotional Foundations for Early Learning; (4) funding a portion of the Child Development Training Consortium (CDTC) which provides direct child development training through college-level course work to affect the quality of care. Included are funds for the Child Development Permit Matrix Professional Growth Advisers responsible for maintaining a registry of professional growth advisers; providing training for new advisers; providing refresher training for existing advisers; and developing and maintaining an electronic system for providing information about the professional growth plan requirements; and (5) providing an ongoing statewide child care and development support system to improve services to all preschool-age children, including those who are learning English, by providing professional development, technical assistance and support to preschool administrators and teachers. |
