ALABAMA HOUSING FINANCE AUTHORITY


The Tax Credit Assistance Program (TCAP) filled financing gaps caused by the reduction in equity investment in the Low Income Housing Tax Credit (LIHTC) program. TCAP will provide gap financing for the construction of affordable housing projects affected by the deteriorating housing market. The Recovery Act required housing credit agencies to distribute TCAP funds competitively, in accordance with the Agency’s Qualified Allocation Plan. This Plan can be found at www.AHFA.com. Projects awarded low income housing tax credits in fiscal years 2007, 2008, or 2009 were eligible for funding. Priority was given to those projects that were expected to be completed by February 2012.

Quarterly Activities/Project Description TCAP funds assisted 11 projects throughout the state, in the following cities: Haleyville, Mobile, Dothan, Prattville, Demopolis, Tuscaloosa, Monroeville, Eufaula, Opelika and Jasper, resulting in 662 units of affordable rental housing. A listing of all 11 projects receiving TCAP funding is posted to our website at www.AHFA.com. This quarter, $1,290,635 were expended with work finishing at Forest Hill and Legacy Senior fka Deerfield Place. Rosewood Manor, Brentwood Landing II, Mockingbird Pointe, Solstice, Edgemont Village II, High Forest II, Grady's Walk and Crestview Senior Cottages projects are 100% complete and currently leasing to residents. NOTE- Chastain Manor project was 100% complete when destroyed by a tornado in late April 2011.

Description of Jobs Created The total number is expressed as ‘‘full-time equivalent’’ (FTE), calculated quarterly as all hours worked and funded by the Recovery Act during the current reporting quarter divided by the total number of hours in a full-time schedule for the quarter. By using the guidance and methodology set forth by OMB, sub-recipients have acknowledged the jobs created/retained are in the construction and technical services field. Disbursements include 1 project where TCAP funds were used to pay down construction loan where construction was otherwise complete (based on OMB Guidance M-10-08, the job count for these should be 0 as those jobs took place prior to formal TCAP commitment/award) - Rosewood Manor. For the projects that do have construction underway, jobs created or retained include trades such as concrete, drywall, electrical, plumbing as well as construction management and general contractors to oversee the projects. There are also professional services such as architects, engineers, and lawyers that are a part of the process.
