DEPARTMENT OF HEALTH AND HUMAN SERVICES
The ARRA funds were awarded to states for distribution to local Community Action Agencies (CAAs) to provide low-income families with employment, education, housing, nutrition, and emergency services to help them achieve greater levels of self-sufficiency. States and CAAs were encouraged to utilize ARRA funds to support employment-related services and activities that create and sustain economic growth.
In Nevada, the $5 million dollars in ARRA funds were awarded to 12 local Community Action Agencies (CAAs) serving all 17 counties across the state. The ARRA funds were awarded to the CAAs for the period July 1, 2009 through September 30, 2010. During this time period, Nevada?s unemployment rate consistently ranked among the top five states in the nation and currently ranks number one. Most of the funds were used by the local CAAs to start or expand adult and youth employment assistance programs in order to help address the state?s high unemployment rate, currently 14.2%. The CAAs projected to help place over 1,100 unemployed and underemployed individuals into jobs over the 15 month project period. ARRA funds were also used for safety net services such as emergency rent, utility, food, clothing, and transportation in order to stabilize individuals and families in crisis.
The ARRA legislation required the State CSBG Office to retain 1% of the funds (equal to $50,000) to support a project that improves coordination of benefit assistance programs to low-income families. The Nevada State CSBG Office awarded these funds to support the development of community based online access for low-income families to apply for state welfare services such as Temporary Assistance for Needing Families (TANF), Energy Assistance Program (EAP), and Supplemental Nutrition Assistance for Families (SNAP).
