HEALTH AND HUMAN SERVICES, MAINE DEPARTMENT OF
This agreement provides funding to the State of Maine to capitalize its revolving loan fund in order to finance the construction of drinking water facilities, green infrastructure, program administration, and drinking water related activities. The primary purposes of the agreement are to preserve and create jobs as well as to promote economic recovery through the investment in infrastructure projects that will provide long term public health and economic benefit. The Maine Drinking Water Program merged its regular 2009 revolving loan fund grant with the ARRA award and available loan repayment funds to make approximately 40 million dollars available for infrastructure projects in 2009. The Program was able to approve 54 projects with these funds, while offering principal forgiveness of over 13 million dollars. Of the 38 projects that included ARRA funds, 12 contained some amount of qualifying green reserve, for a total of 4.5 million dollars in identified green reserve funding.
