HOUSING DEVELOPMENT AUTHORITY, MICHIGAN STATE
The Tax Credit Assistance Program (TCAP) is being used by the Authority to provide gap financing to affordable multifamily rental properties that are participated in the Low Income Housing Tax Credit (LIHTC) Program affected by the deteriorating housing market. The Recovery Act requires housing credit agencies to distribute TCAP funds competitively, in accordance with the Agency's Qualified Allocation Plan (QAP). This Plan can be found at http://www.michigan.gov/mshda/0,1607,7-141-7559_9643-31750--,00.html. Projects awarded low income housing tax credits in fiscal years 2007, 2008, or 2009 are eligible for funding, but the housing credit agency must give priority to those projects that were expected to be completed by February 2012.

100% of the Michigan State Housing Development Authority's (MSHDA) Tax Credit Assistance Program (TCAP) allocation has been utilized. 33 projects benefited from TCAP funds resulting in 2907 rehabilitated or newly constructed affordable housing units in the following counties: Ottawa, Allegan, Van Buren, Houghton, Hillsdale, Eaton, Wayne, Lapeer, Shiawassee, Kent, Oakland, Monroe, Otsego, Ingham, Sanilac, Benzie, Washtenaw, Mason, Berrien, Kalamazoo, Clinton, Macomb, Saginaw and Alpena. Final TCAP funds were disbursed in the first quarter of 2012. Disbursements overall included 11 projects where TCAP was used to pay down construction loans on projects where construction was otherwise complete (which HUD has instructed that the job count for these should be 0 as those jobs took place prior to formal TCAP commitment), Maxwell Place, Park Meadows, Scott Building, Sunrise Village/Sandusky Senior, Cobblestone, Kingston Place, Delhi Stratford, Butternut Creek, Beacon Hill, Sycamore House, and 1777 Haslett. Additionally, on other projects, TCAP was disbursed for acquisition. All 33 projects have completed construction and are leasing up. Tenant data will continue to be collected until each unit has been occupied by a TCAP qualified tenant. MSHDA did not receive any program income from TCAP funds and no recaptures have taken place. |

For the projects that did have construction underway, jobs created or retained included trades such as concrete, drywall, electrical, plumbing as well as construction management and general contractors to oversee the projects. There were also professional services such as architects, engineers, attorneys, and accountants that were part of the process. There were property management positions created to oversee the multifamily units and to monitor the property to keep in compliance going forward both during and once the construction was complete. Tenant data is being collected by managment companies and owners for all TCAP units at this time. |
