JOB & FAMILY SERVICES, OHIO DEPARTMENT OF
$59,245,395 of the ARRA Discretionary funds will be spent during State Fiscal Year 2010 to stabilize the subsidized child care budget thus permitting the continuation of service to existing families.
$5,620,429 of the ARRA Targeted Funds for Quality Expansion will be used to provide quality payments to programs that achieve a star rating in Ohio's Quality Rating and Improvement System (Step Up To Quality),in SFY 11 for a total of $5,523,429. In SFY 10, $203,000 will be expended to replace and upgrade the laptops and printers used by Licensing Specialists to assist with the data collection needed to determine licensing compliance and star ratings.
$3,262,319 of ARRA Targeted Funds for Infants & Toddlers, will be used to support the network of Infant & Toddler specialists, whose primary role is to improve the quality of infant and toddler care in early care and education settings through the delivery of professional development and technical assistance. The expected cost per year is $1,016,360.00. The remaining $1,229,599.00 million will be spent to support the professional development of infant and toddler care teachers through: scholarships through T.E.A.C.H. Early Childhood Ohio, Mind in the Making training, a Standards of Professional Practice, a companion document to Ohio's Infant and Toddler Guidelines, and new parent consumer education and supports. In addition, a thorough review of Ohio's Licensing Standards particularly those related to the care of infants and toddlers will be conducted, as well as a thorough review of SUTQ Ohio's quality rating and improvement system.

The ODJFS ARRA funding for child care was $68,140,840. This funding was divided into 3 categories: Discretionary funds of $59,245,393, Quality Expansion funds of $5,633,128 & Quality Infant Toddler funds of $3,262,319.
The Discretionary funds were received and expended in SFY 2010 to stabilize the subsidized child care budget & continue service provision. Total Federal Amount does not account for administrative costs, all funds have been expended at state level.
In SFY 2010, the Quality Expansion funds were received & the agency replaced and upgraded laptops and printers for the licensing staff who conduct inspections in the field. In SFY 2011, these funds were used for quality payments to programs achieving a Star Rating in Ohios Step Up To Quality program.
Targeted Infant & Toddler funds were expended on the Infant Toddler Specialist Network to maintain current work. This network of specialist provides TA to centers & trainings (3,015 TA/433 trainings). To enhance the delivery of TA, an Infant Toddler Field Guide was developed to provide practical guidance to infant/toddler care teachers (6,000 guides).
A Regulatory Improvement Process was completed through a facilitated broad-based work group. Nearly 50 professionals participated in Mind in the Making Facilitator Institutes. Kits for first time families were developed as a resource for families which include information on how to select high quality child care, child behavior booklet, immunization schedule, growth chart & other items of interest (12,000 kits). Infant Toddler teachers were prioritized for AAS & CDA scholarships through Ohios T.E.A.C.H.s program (250 scholars). |
