GEORGIA ENVIRONMENTAL FINANCE AUTHORITY
Georgia’s Weatherization Assistance Program (WAP) provides weatherization retrofits to increase the energy efficiency of dwellings owned or occupied by low-income persons, reducing their total residential expenditures, and improving their health and safety. Funds awarded under the American Recovery and Reinvestment Act (ARRA) of 2009 provide a significant increase in funding for weatherization services and it increases the maximum amount that may be spent to $6500 per household. Over 16,000 housing units are projected to be weatherized by September 30, 2012.

| Quarterly Activities/Project Description |
The WAP is the primary energy conservation organization for low-income individuals, which provides free energy conservation measures to income eligible households. The WAP is administered according to U.S. Department of Energy (USDOE) guidelines, and it operates in all of Georgia’s 159 counties. Weatherization services are provided throughout the state of Georgia by 20 local providers. The service providers include 18 Community Action Agencies, one nonprofit organization, and one city government entity. The priority population for the program is persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high-energy burden. If anyone, living in the household, has received Supplemental Security Income at anytime in the last twelve months, the household automatically qualifies. Families whose annual income is 200 percent above the federal poverty level are eligible for weatherization assistance. For example, families of four with an annual income of $46,100 are eligible. |

Funding provided to Georgia’s WAP through ARRA, fulfills the aims of the Act through the creation of jobs primarily at the Sub-recipient level, however jobs have been created at the primary recipient level as well. Sub-recipients' weatherization projects will continue to create jobs in the administration support of the program and in the field, as technicians retrofit units. |
