BUTLER, COUNTY OF OHIO
Butler County Sheriff to use its funding of $300,234.00 for salaries as approved in a GAN on 6/28/2010. Budget cut of 1.7 million dollars. This resulted in 24 layoffs effective July 19, 2010. Scope of this grant to cover salaries for Deputies so that they may retain their job until grant is expended. Hamilton Police to use its $244,294.00 to offset the salaries and benefits of 8 police officers who were scheduled to be laid off March 2009. Fairfield Police will use these grant funds of $96,410.00 for the purchase of law enforcement equipment: to enhance police officer and community safety by arming and training officers with patrol rifles, and to provide for additional technology to our investigative staff. Middletown Police: allocation $109,973.00 to purchase ALPR for several of its marked cruisers, the necessary software. The ALPR will scan the license plate of every vehicle that our officers pass by and run the numbers through state and local databases. Monroe Police & Lemon Township will work in conjunction $25,818.00 for Monroe & $7,844.00 for Lemon Township to improve technology for the Police Department? improving the way our largest division (Patrol) operates. Purchasing 2 office computers for the patrol sergeants; a crash investigation tool know as Nikon NPR Prismless Total Station; hand held speed LASER for traffic control; hand held RADAR for traffic control; a portable speed sign for traffic calming on residential streets; data collect data device to capture traffic speed and numbers of vehicles; a GPS vehicle locator system for our cruisers to assist dispatch and improve response time. Oxford Police allocation $49,839.00: permanently stationed Automated License Plate Readers. ALPR will connect wirelessly with the OPD Communications Center and with Officers in the field through their MDTs and alert whenever individuals driving stolen vehicles; vehicles wanted for serious crimes enter the city limits. Fairfield Township Police: funds $62,258.00 in 2009 for 3 program initiatives, as follows: In car computer upgrade: utilizes in-car laptop Mobile Data computers in 9 marked patrol vehicles for a variety of applications, e.g. LEADS inquiries, communication with dispatch, criminal history checks, etc. 3 of the current vehicle mounted laptop computers are over 5 years old. This program would replace those 3 laptop computers with 3 new Panasonic Toughbook computers, with docking stations, & installation. Building Security Upgrade: station was constructed in 2001-2002; building security has become an increasing concern, program would upgrade the security with a contemporary, electronic locking system, utilizing key fobs and/or prox cards, with tracking to specific individuals, etc. Building has 4 exterior doors, & 14 interior doors with locks that would be upgraded with the new door security system. Exterior Security Upgrade. Building is adjacent to Shafer Run Park, a township recreation facility. Park is in the process of additional construction, including playground equipment and a park shelter. There is an increasing level of traffic volume around the police station, currently causing a potential for hazard with police units arriving, and more particularly leaving on emergency calls. Also the potential for individuals to gain access to the police parking area for the purpose of vandalizing the police vehicles or the building. A need for the police parking area to be secured, the installation of automated gates with remote controls in each patrol vehicle, restricting access to the police parking area. West Chester Police allocation $40,198.00 to purchase a Field Reporting System., will make the West Chester Police more efficient and effective by: Collecting information timlier; Improve accuracy through the use of pick lists. Officers time on the street will increase by allowing data entry in the field as well as submission of completed offenses in the field

1st Quarter 2013: The Butler County Sheriff's Office continued to fund alaries and payroll benefits of 19 employees during the quarter. 10 were newly costed to the grant while 9 remained on the grant from the previous quarter. Overall, these employees consist of 9 deputy sheriffs, 4 civil servers, 3 corrections officers, 2 transport officers and 1 court security deputy. At completion of the grant, all grant funded employees are still employed with the Sheriff's Office.
4th Quarter 2012: The Butler County Sheriff's Office was able to utilize the ARRA grant funding for salaries and payroll benefits of 19 employees during the quarter. This consists of 9 employees who were previously costed to the grant and 10 employees who were moved onto the grant. Overall, these employees consist of 9 deputy sheriffs, 4 civil servers, 3 corrections officers, 2 transport officers and 1 court security deputy.
3rd Quarter 2012: The majority of grant purchases went towards replacing outdated equipment. Fairfield Township repaved their parking lot, purchased speed enforcement equipment, and computer equipment. The City of Middletown replaced 60 holsters for its police officers. The Butler County Sheriff's Office was able to retain nine officers which would have otherwise been laid off without the grant funding. |

Over the life of the grant a total of twenty-seven (27) jobs have been retained (Nineteen jobs through Butler County Sheriff's Office and Eight jobs through the City of Hamilton). |
