Objectives
Program Purpose
EDA will use ARRA funds to assist in the planning and implementation of economic recovery investments in communities nationwide. As provided in the statute, EDA will give preference to investments in communities that have experienced sudden and severe economic dislocation and job loss due to corporate restructuring.
Public Benefits
EDA investments will create jobs in the short term for planners, engineers, construction workers. In the long term, EDA's investments promote entrepreneurial and innovation-based economic development that leverages private investment to create a more diversified, globally competitive regional economy, and higher-skill, higher-wage jobs.
EDA investments also contribute to re-building the sub-national government tax base, providing financial support for essential public services delivered by sub-national governments nationwide.
Measures
The measures have been revised to enrich the performance metrics for Recovery targets. In some instances, targets will not be available until additional baseline data has been collected.

Schedule and Milestones

Projects and Activities
EDA will fund planning and implementation investments to assist distressed communities recovery from the current economic downturn, with a special focus on those communities suffering due to corporate re-structuring.
Review Process
EDA has a thorough set of policies and procedures in place to manage risk and minimize fraud, waste, and abuse throughout the award cycle. These policies and procedures have been implemented by EDA in the course of administering awards made with regular and supplemental appropriations, but can easily be expanded to encompass awards made under ARRA. There are three differences between ARRA grants and awards made with regular or supplemental appropriations. First, the proposed allocation of funds among EDA regions drops lagging economic indicators in favor of a single allocation metric, three-month unemployment figures. These are the most contemporary data on unemployment that are available and best represent current economic conditions. Second, grants eligible for ARRA funding are being given highest priority for processing. Finally, EDA streamlined the investment approval process to allow regional directors to approve waiving EDA’s matching share requirement.
Cost and Performance Plan
EDA will collect and store information on individual grant awards in OPCS and will report each grant award to www.usaspending.gov on a monthly basis. Grant-level performance data will be based on information collected and stored in OPCS, and employ EDA’s existing data quality, verification, and validation protocols. Grant-level performance data will be included in EDA’s FY 2009 Annual Report, which will be posted on EDA’s website upon publication.
EDA’s six regional offices (Atlanta, Austin, Chicago, Denver, Philadelphia, Seattle) manage grant selection, oversight, and administration under the Public Works and Economic Development Facilities Program and the Economic Adjustment Assistance Program. Accordingly, the six regional directors will be the selecting officials for all awards made with ARRA funds. Each regional director has a detailed performance plan with specific objectives tied to strategic goals that are closely linked to ARRA performance.
Energy Efficiency Spending Plans
EDA does not make Federal infrastructure investments.
