Objectives
Program Purpose

The TV Converter Box Coupon Program will provide up to two coupons valued at $40 each for requesting households to purchase converter boxes to continue receiving over-the-air broadcasts.


Public Benefits

Enactment of the DTV Delay Act and the Recovery Act will provide NTIA with the time and funds needed to meet the high demand for coupons experienced in late 2008 and early 2009, as well as to implement other important programmatic reforms. Up to 12.25 million additional coupons will be funded through the Recovery Act.

The measures have been revised to enrich the performance metrics for Recovery targets. In some instances, targets will not be available until additional baseline data has been collected.

Projects and Activities

NTIA plans to spend at least $490 million to distribute up to12.25 million more coupons at $40 each. Of the $90 million made available for consumer education, NTIA has transferred approximately $66 million to the Federal Communications Commission (FCC) to support its in-home programs and walk-in centers to assist consumers with installing and programming their converter boxes.


Review Process

The Coupon Program has developed a Risk Management Plan and a a Waste, Fraud, and Abuse (WFA) Plan. The Coupon Program conducts regular WFA reviews by analyzing comprehensive monthly reports from the contractor as well as various ad hoc reports and other program information.


Cost and Performance Plan

The Coupon Program maintains websites at www.dtv2009.gov, www.ntiadtv.gov, and www.ntia.doc.gov/dtvcoupon, to inform stakeholders, including consumers, converter box manufacturers, participating retailers, program partners, the press, and the general public about the Program’s rules, developments, and coupon activity.


Energy Efficiency Spending Plans

NTIA has no plans to invest Recovery Act funds for federal infrastructure.
