TAS::80 0119::TAS RECOVERY ACT FUNDS
THE EFFORT TO BE SUPPORTED WITH THE ARRA FUNDS IS AS FOLLOWS:
PROVIDE ENGINEERING AND FLIGHT MODEL CRYOCOOLERS TO THE THERMAL INFRARED SENSOR (TIRS) PROJECT. ACCORDINGLY, THE CONTRACTOR WILL DELIVER THE FOLLOWING: ONE CRITICAL DESIGN REVIEW (CDR), ONE ENGINEERING MODEL (EM) CRYOCOOLER THERMO-MECHANICAL UNIT (TMU), ONE FLIGHT MODEL (FM) CRYOCOOLER THERMO-MECHANICAL UNIT (TMU), ITS ASSOCIATED COOLER CONTROL ELECTRONICS (CCE) AND TMU-TO-CCE ELECTRICAL HARNESS, ONE SET OF ELECTRICAL GROUND SUPPORT EQUIPMENT (EGSE) AND GSE ELECTRICAL HARNESS, PROVIDE DESIGN, MANUFACTURING, ANALYSIS, AND INTERFACE DEFINITION FOR THE EM AND FM CRYOCOOLERS, VERIFY AND TEST THE EM & FM CRYOCOOLERS TO THE REQUIREMENTS AND PERFORMANCE PARAMETERS, PROVIDE DOCUMENTATION AND DELIVERABLE DATA AS REQUIRED BY THE TIRS CRYOCOOLER DELIVERABLE ITEMS LIST AND SCHEDULE, PROVIDE ONE SET OF FLIGHT QUALITY CONNECTOR SAVORS TO MINIMIZE MATES AND DE-MATES, PROVIDE ONE SET OF THE MATING HALF OF THE EXTERNAL CONNECTORS FOR THE DLEIVERED FLIGHT UNIT, PLUS TWO ADDITIONAL SETS PER CONTRACT DELIVERY SCHEDULE, PROVIDE PROTECTIVE CONNECTOR COVERS OR ESD FLIGHT PROTECTIVE CAPS AS APPLICABLE, PROVIDE CLOSEOUT CAPS FOR TEST CONNECTORS, AND DELIVER GSE STRONG-BACK/HANDLING FIXTURES.

REMOVE THE ENGINEERING DEVELOPMENT UNIT FOCAL PLANE SUBSYSTEM FROM THE INSTRUMENT AND INTEGRATE THE FLIGHT FOCAL PLANE SUBSYSTEM INTO THE INSTRUMENT
THIS PROCUREMENT IS FOR THE OLI INSTRUMENT FOR THE NEXT SPACECRAFT IN THE LANDSAT SERIES OF SATELLITES. THIS PROCUREMENT WILL RESULT IN THE AWARD OF A SINGLE COST-PLUS-AWARD-FEE (CPAF) CONTRACT WITH A PERFORMANCE INCENTIVE. LANDSAT SATELLITES HAVE PROVIDED THE ONLY CONTINUOUS LAND IMAGES SINCE 1972; THE ARCHIVE OF THESE IMAGES IS IN THE CARE OF THE USGS. THE OLI INSTRUMENT IS SCHEDULED TO BE LAUNCHED ON THE LANDSAT SATELLITE IN 2011.
PUBLIC LAW 102-155, LAND REMOTE SENSING POLICY ACT OF 1992, STATES THAT NASA MUST MAINTAIN LANDSAT DATA CONTINUITY, AND PUBLIC LAW 105-303, COMMERCIAL SPACE ACT OF 1998, STATES THAT NASA SHOULD ACQUIRE REMOTE SENSING DATA. WHILE COMPLIANCE WITH THE LAWS IS REQUIRED FROM NASA, THE DEVELOPMENT OF LANDSAT IS DONE THROUGH A PARTNERSHIP WITH THE USGS FOR SATELLITE OPERATIONS AND DATA COLLECTION. FOLLOWING LAUNCH AND ACCEPTANCE OF THE LANDSAT SATELLITE, THE CONTRACT WILL BE TRANSITIONED TO USGS FOR SATELLITE OPERATIONS AND DATA COLLECTION.
