Recovery.gov is the U.S. government's official website that provides easy access to data
related to Recovery Act spending and allows for the reporting of potential fraud, waste, and abuse.

Non-Compliers

Recipients who do not report quarterly on their ARRA awards as required  by Section 1512 of the Recovery Act are non-compliant.

The Office of Management and Budget (OMB) provides the Recovery Board with a list from federal agencies identifying prime recipient awards that should have been reported on, but were not.  In January 2014, with the passing of the Omnibus Spending bill, Congress repealed the requirement for recipients to report; therefore, this page will not be updated after February 12, 2014.

Significant Non-Compliers

Recipients who were required to report under Section 1512 of the Recovery Act but did not
for two or more quarters are listed as Significant Non-Compliers. 

Quarter 2, 2010 Significant Non-Compliers

After the close of the July 2010 recipient reporting cycle, the Office of Management and Budget provided the Recovery Board with a list certified by federal agencies identifying awards that recipients did not report for two or more reporting periods from February, 2009 to June 30, 2010.  See the PDF below for the list.

Two-Quarter Significant Non-CompliersAfter the close of the April 2010 recipient reporting cycle,  the Office of Management and Budget (OMB) provided the Recovery Board with a list certified by federal agencies identifying awards that recipients did not report for two of the three reporting periods: January - March 2010, October - December 2009 or February - September 2009. Quarter 4 and Quarter 3, 2009 Significant Non-Compliers

On February 23, 2010, the Office of Management and Budget (OMB) provided the Recovery Board with a list certified by federal agencies identifying awards that recipients did not report on during the February - September 2009 and October - December 2009 reporting periods. The list was posted on Recovery.gov on February 25.

After additional review, the Board determined that 79 awards had been erroneously included on the list. These awards were subsequently removed from the Quarter 4 and Quarter 3, 2009 (February – December) Significant Non-Compliers list.  The revised list is below.

Significant Errors

If a recipient submits a report with invalid data in the Funding Agency, Awarding Agency,  or Treasury Account Symbol (TAS) fields, the report is determined to contain significant errors by the recipient's awarding agency.  The agencies must report these significant errors to the Office of Management and Budget, which, in turn, sends the list to the Recovery Board for posting.

Omissions

In order to maintain the integrity of the recipient data, the Recovery Board, on occasion, makes the decision to omit certain records from the Recovery.gov database.  These are reports filed by recipients who were not required to report but did, or reports that contain data that is egregiously incorrect.  The files below identify the omitted records and the reasons for their omission.

The omitted files from the June  2010 reporting cycle will be posted when the information is available.

Not Required to Report

The Recovery Act does not require recipients of federal grants and loans under $25,000 to report on those awards. During an extended review period following the January reporting cycle, the Office of Management and Budget provided the Recovery Board with a list of grant and loan recipients with awards under $25,000 who had reported.  These reports were deactivated from the Recovery.gov database.

The Recovery Act does not require recipients of the Department of Housing and Urban Development (HUD) Project-Based Rental Allocation (PBRA) grants for Section 8 Housing to file Recovery award reports.  During the normal review process, following the end of recipient reporting on January 29, 2010, the Recovery Board identified 2,154 award reports that had been filed by recipients of these HUD grants.  The Office of Management and Budget concurs with the Board’s decision to deactivate these records from Recovery.gov’s database.  The list of the deactivated HUD reports is below.  All data affected by the removal of these files was updated on February 10, 2010.

Invalid Data 

During the October 2009 reporting cycle, 12 recipient reports appeared to have overall incorrect and invalid data. At the request of the Office of Management and Budget, and with the Recovery Board’s concurrence, these reports were deliberately omitted from the database prior to the October 30, 2009 posting of the recipient data on Recovery.gov. To include them would have caused significant confusion for the public. The list of the omitted reports can be found in the PDF below.
