DESCRIPTION OF WORK/SERVICE PERFORMED

RECOVERY TAS:80 0119::TAS NASA GLOBAL HAWK MOBILE OPERATIONS FACILITY (GHMOF), INCLUDING THE GROUND CONTROL COMMUNICATIONS SYSTEM (GCCS), GHMOF FACILITY DEVELOPMENT, INTEGRATION, AND TEST NASA DRYDEN FLIGHT RESEARCH CENTER (DFRC) RECEIVED TWO GLOBAL HAWK DEVELOPMENTAL AIRCRAFT IN 2007 AND A THIRD GLOBAL HAWK AIRCRAFT IN 2009 FROM THE USAF. DFRC AND THE NORTHROP GRUMMAN CORPORATION (NGC) ESTABLISHED A FIVE-YEAR GLOBAL HAWK PARTNERSHIP IN APRIL 2008 FOR THE DEVELOPMENT AND OPERATION OF THE NASA GLOBAL HAWK SYSTEM. THE FIRST FLIGHT OF A NASA GLOBAL HAWK AIRCRAFT OCCURRED IN OCTOBER 2009. NASA IS USING THE GLOBAL HAWK SYSTEM TO SUPPORT THE AIRBORNE SCIENCE PROGRAM. AS PART OF THE CAPABILITY DEVELOPMENT, A GLOBAL HAWK OPERATIONS CENTER (GHOC) WAS ESTABLISHED AT DFRC, WHICH IS LOCATED WITHIN EDWARDS AIR FORCE BASE (EAFB). THE GHOC CONTAINS THE EQUIPMENT REQUIRED FOR THE COMMAND AND CONTROL OF THE AIRCRAFT, ALSO KNOWN AS THE GLOBAL HAWK COMMON SYSTEM ARCHITECTURE (CSA), AND THE EQUIPMENT REQUIRED TO COMMUNICATE WITH THE AIRCRAFT, ALSO KNOWN AS THE GLOBAL HAWK GROUND CONTROL COMMUNICATIONS SYSTEM (GCCS). GLOBAL HAWK AIRCRAFT ARE REQUIRED TO TAKE-OFF AND LAND WITHIN LINE OF SITE OF A GROUND CONTROL STATION, SUCH AS THE GHOC. THE GHOC IS THE ONLY GROUND CONTROL STATION CAPABLE OF FLYING A NASA GLOBAL HAWK AIRCRAFT. THEREFORE, GLOBAL HAWK FLIGHT OPERATIONS ARE CURRENTLY RESTRICTED TO FLIGHTS BEGINNING AND ENDING AT EDWARDS AIR FORCE BASE. EVEN THOUGH THE GLOBAL HAWK AIRCRAFT HAS A RANGE UP TO 11,000 NAUTICAL MILES, THIS TAKE-OFF AND LANDING RESTRICTION LIMITS OR ELIMINATES THE ABILITY TO COLLECT SCIENTIFIC DATA AT IMPORTANT LOCATIONS AROUND THE WORLD. A GLOBAL HAWK MOBILE OPERATIONS FACILITY (GHMOF) WILL PERMIT FLIGHT OPERATIONS TO BEGIN AND END AT DEPLOYMENT LOCATIONS. THREE EXAMPLES OF POTENTIAL DEPLOYMENT LOCATIONS AND THE SCIENTIFIC DATA GATHERING CAPABILITIES THESE LOCATIONS WILL ENABLE OR ENHANCE ARE SHOWN AS FOLLOWS: (1) A U.S. EAST COAST LOCATION, SUCH AS NASA WALLOPS, WILL ENABLE FLIGHTS OVER EUROPE AND THE EASTERN ATLANTIC OCEAN AND ENHANCE COVERAGE OVER GREENLAND, THE GULF OF MEXICO AND THE WESTERN ATLANTIC OCEAN. (2) AN ALASKA DEPLOYMENT LOCATION WILL PROVIDE IMPROVED ARCTIC AND NORTHERN PACIFIC COVERAGE. (3) A SOUTHERN HEMISPHERE DEPLOYMENT LOCATION WILL ENABLE FLIGHTS OVER THE ANTARCTIC REGION, SURROUNDING OCEANS, AND OTHER LANDMASSES IN THE SOUTHERN HEMISPHERE. THE AIRBORNE SCIENCE PROGRAM REQUIRES A GHMOF THAT WILL SUPPORT GLOBAL HAWK FLIGHT OPERATIONS AT DEPLOYMENT LOCATIONS. THE OBJECTIVE OF THE TASKS DESCRIBED IN THIS STATEMENT OF WORK IS FOR L-3 COMMUNICATION SYSTEMS WEST (L-3 COMM) TO PROVIDE DFRC WITH A FULLY FUNCTIONAL GHMOF AND PROVIDE THE GCCS AND ASSOCIATED GCCS SOFTWARE. THE COMMUNICATIONS EQUIPMENT AND SOFTWARE THAT MAKE UP THE GCCS IN THE GHMOF WILL BE THE SAME AS THE GCCS EQUIPMENT AND SOFTWARE THAT ARE INSTALLED IN THE GHOC. L-3 COMM, AS THE SOLE PRODUCER OF ALL GLOBAL HAWK COMMUNICATIONS SYSTEMS HAS THE UNIQUE TOOLING, FACILITIES, DATA AND ENGINEERING SUPPORT ORGANIZATION REQUIRED TO PROVIDE THE GCCS AND INTEGRATE THE GCCS AND OTHER SYSTEMS INTO THE GHMOF. L-3 COMM HAS DESIGNED, BUILT, AND EXTENSIVELY TESTED ALL COMMUNICATIONS SYSTEMS FOR THE GLOBAL HAWK FAMILY OF AIRCRAFT AND ASSOCIATED GROUND AND AIRCRAFT SYSTEMS. L-3 COMM POSSESSES THE DETAILED KNOWLEDGE OF ALL ASPECTS OF THE VEHICLE AND GROUND STATION COMMUNICATIONS SYSTEMS, WHICH IS UNAVAILABLE TO ANOTHER FIRM. THE ORIGINAL DESIGN AND MODIFICATION DRAWINGS ARE PROPRIETARY TO L-3 COMM AND THUS UNAVAILABLE TO ANY OTHER COMPANY. IN ADDITION, L-3 COMM DEVELOPED AND TESTED ALL GLOBAL HAWK COMMUNICATION SYSTEMS SOFTWARE AND ONLY THIS SOFTWARE IS CAPABLE OF COMMUNICATING WITH THE NASA GLOBAL HAWK AIRCRAFT. WHILE THE AIRCRAFT IS IN FLIGHT, THE UAVSAR OPERATORS HAVE A REQUIREMENT TO COMMUNICATE WITH THE UAVSAR AND RECEIVE DATA FROM THE UAVSAR. THE AIRCRAFT WILL BE CONDUCTING MISSIONS BEYOND LINE OF SITE OF THE GHOC AND AT REMOTE LOCATIONS. SATELLITE COMMUNICATIONS (SATCOM) LINKS ARE REQUIRED TO MAINTAIN CONTACT BETWEEN THE AIRCRAFT AND THE GHOC. L-3 COMMUNICATIONS HAS DESIGNED AND BUILT THE ONLY KU SATELLITE MODEM ASSEMBLIES AND BUS CONVERTORS THAT ARE IN USE ON GLOBAL HAWK AIRCRAFT AND IN THE GROUND CONTROL STATIONS. ONE KU SATELLITE MODEM ASSEMBLY IS REQUIRED IN THE AIRCRAFT AND ONE IS REQUIRED IN THE GROUND STATION. ONE BUS CONVERTOR IS REQUIRED ON THE AIRCRAFT. THE PURPOSE OF THIS SOW IS THE PROCUREMENT OF KU EQUIPMENT, WHICH WILL BE INSTALLED ON THE NASA GLOBAL HAWK AIRCRAFT BY THE NASA DFRC GLOBAL HAWK MAINTENANCE CREW. DFRC AND THE NORTHROP GRUMMAN CORPORATION (NGC) ESTABLISHED A FIVE-YEAR GLOBAL HAWK PARTNERSHIP IN APRIL 2008 FOR THE DEVELOPMENT AND OPERATION OF THE NASA GLOBAL HAWK SYSTEM. THE FIRST FLIGHT OF A NASA GLOBAL HAWK AIRCRAFT OCCURRED IN OCTOBER 2009. NASA IS USING THE GLOBAL HAWK SYSTEM TO SUPPORT THE AIRBORNE SCIENCE PROGRAM. AS PART OF THE CAPABILITY DEVELOPMENT, A GLOBAL HAWK OPERATIONS CENTER (GHOC) WAS ESTABLISHED AT DFRC, WHICH IS LOCATED WITHIN EDWARDS AIR FORCE BASE (EAFB). THE GHOC CONTAINS THE EQUIPMENT REQUIRED FOR THE COMMAND AND CONTROL OF THE AIRCRAFT, ALSO KNOWN AS THE GLOBAL HAWK COMMON SYSTEM ARCHITECTURE (CSA), AND THE EQUIPMENT REQUIRED TO COMMUNICATE WITH THE AIRCRAFT, ALSO KNOWN AS THE GLOBAL HAWK GROUND CONTROL COMMUNICATIONS SYSTEM (GCCS). GLOBAL HAWK AIRCRAFT ARE REQUIRED TO TAKE-OFF AND LAND WITHIN LINE OF SITE OF A GROUND CONTROL STATION, SUCH AS THE GHOC. THE GHOC IS THE ONLY GROUND CONTROL STATION CAPABLE OF FLYING A NASA GLOBAL HAWK AIRCRAFT. THEREFORE, GLOBAL HAWK FLIGHT OPERATIONS ARE CURRENTLY RESTRICTED TO FLIGHTS BEGINNING AND ENDING AT EDWARDS AIR FORCE BASE. EVEN THOUGH THE GLOBAL HAWK AIRCRAFT HAS A RANGE UP TO 11,000 NAUTICAL MILES, THIS TAKE-OFF AND LANDING RESTRICTION LIMITS OR ELIMINATES THE ABILITY TO COLLECT SCIENTIFIC DATA AT IMPORTANT LOCATIONS AROUND THE WORLD. A GLOBAL HAWK MOBILE OPERATIONS FACILITY (GHMOF) WILL PERMIT FLIGHT OPERATIONS TO BEGIN AND END AT DEPLOYMENT LOCATIONS. THREE EXAMPLES OF POTENTIAL DEPLOYMENT LOCATIONS AND THE SCIENTIFIC DATA GATHERING CAPABILITIES THESE LOCATIONS WILL ENABLE OR ENHANCE ARE SHOWN AS FOLLOWS: (1) A U.S. EAST COAST LOCATION, SUCH AS NASA WALLOPS, WILL ENABLE FLIGHTS OVER EUROPE AND THE EASTERN ATLANTIC OCEAN AND ENHANCE COVERAGE OVER GREENLAND, THE GULF OF MEXICO AND THE WESTERN ATLANTIC OCEAN. (2) AN ALASKA DEPLOYMENT LOCATION WILL PROVIDE IMPROVED ARCTIC AND NORTHERN PACIFIC COVERAGE. (3) A SOUTHERN HEMISPHERE DEPLOYMENT LOCATION WILL ENABLE FLIGHTS OVER THE ANTARCTIC REGION, SURROUNDING OCEANS, AND OTHER LANDMASSES IN THE SOUTHERN HEMISPHERE. THE AIRBORNE SCIENCE PROGRAM REQUIRES A GHMOF THAT WILL SUPPORT GLOBAL HAWK FLIGHT OPERATIONS AT DEPLOYMENT LOCATIONS. THE OBJECTIVE OF THE TASKS DESCRIBED IN THIS STATEMENT OF WORK IS FOR L-3 COMMUNICATION SYSTEMS WEST (L-3 COMM) TO PROVIDE DFRC WITH A FULLY FUNCTIONAL GHMOF AND PROVIDE THE GCCS AND ASSOCIATED GCCS SOFTWARE. THE COMMUNICATIONS EQUIPMENT AND SOFTWARE THAT MAKE UP THE GCCS IN THE GHMOF WILL BE THE SAME AS THE GCCS EQUIPMENT AND SOFTWARE THAT ARE INSTALLED IN THE GHOC. L-3 COMM, AS THE SOLE PRODUCER OF ALL GLOBAL HAWK COMMUNICATIONS SYSTEMS HAS THE UNIQUE TOOLING, FACILITIES, DATA AND ENGINEERING SUPPORT ORGANIZATION REQUIRED TO PROVIDE THE GCCS AND INTEGRATE THE GCCS AND OTHER SYSTEMS INTO THE GHMOF. L-3 COMM HAS DESIGNED, BUILT, AND EXTENSIVELY TESTED ALL COMMUNICATIONS SYSTEMS FOR THE GLOBAL HAWK FAMILY OF AIRCRAFT AND ASSOCIATED GROUND AND AIRCRAFT SYSTEMS. L-3 COMM POSSESSES THE DETAILED KNOWLEDGE OF ALL ASPECTS OF THE VEHICLE AND GROUND STATION COMMUNICATIONS SYSTEMS, WHICH IS UNAVAILABLE TO ANOTHER FIRM. THE ORIGINAL DESIGN AND MODIFICATION DRAWINGS ARE PROPRIETARY TO L-3 COMM AND THUS UNAVAILABLE TO ANY OTHER COMPANY.
