TAS:80 0125:TAS RECOVERY ACT FUNDS CLIN 1
THIS AWARD WILL DEVELOP AND VALIDATE A MODULAR, COMPUTER-BASED SIMULATION TOOL WHICH WILL COMPUTE THE VIBRATION RESPONSE OF, AND AURALIZE THE ACOUSTIC RESPONSE INSIDE, RESIDENTIAL HOUSES AND OTHER BUILDINGS THAT ARE EXPOSED TO SONIC BOOMS. THE SIMULATION APPROACH CONSISTS OF CREATING A SET OF DIGITAL FILTERS THAT MODEL ALL OF THE PHYSICS ALONG THE PROPAGATION PATH OF THE SONIC BOOM FROM OUTDOORS TO THE BINAURAL RECEIVER LOCATION INSIDE A BUILDING. SOFTWARE MODULES WILL BE DEVELOPED AND VALIDATED FOR EACH ONE OF THE ABOVE ELEMENTS, AND ALL OF THE MODULES ARE TO BE INTEGRATED INTO A COHESIVE SIMULATION TOOL. NASA+S SUPERSONICS PROJECT IS A BROAD-BASED EFFORT DESIGNED TO DEVELOP KNOWLEDGE, CAPABILITIES AND TECHNOLOGIES THAT SUPPORT VEHICLES THAT FLY IN THE SUPERSONIC SPEED REGIME. A MAJOR FOCUS OF THE PROJECT IS ELIMINATING THE EFFICIENCY, ENVIRONMENTAL AND PERFORMANCE BARRIERS TO PRACTICAL SUPERSONIC AIR TRANSPORTATION. ONE OF THE PROJECT+S INITIAL RESEARCH CONCENTRATIONS IS THE DEVELOPMENT AND VALIDATION OF SONIC BOOM REDUCTION TECHNOLOGIES AND RELATED VEHICLE DESIGN AND ANALYSIS PROCESSES THAT COULD REDUCE SONIC BOOM NOISE TO LEVELS THAT ALLOW SUPERSONIC FLIGHT OVERLAND WHILE MAINTAINING ADEQUATE EFFICIENCY OF OPERATION. THIS AWARD IS CONSISTENT WITH NASA'S CONTINUING INVESTMENT IN HIGH-RISK, CUTTING-EDGE TECHNOLOGIES AND IS RESPONSIVE TO CONGRESSIONAL DIRECTION TO CONDUCT RESEARCH ON TECHNOLOGIES THAT WILL ENABLE COMMERCIAL AIRCRAFT TO FLY OVER LAND AT SUPERSONIC SPEEDS.

COST REIMBURSEMENT CONTRACTS ARE SUITABLE FOR USE WHEN UNCERTAINTIES INVOLVED IN CONTRACT PERFORMANCE DO NOT PERMIT COST TO BE ESTIMATED WITH SUFFICIENT ACCURACY TO USE ANY TYPE OF FIXED PRICE CONTRACT. THE NATURE OF DEVELOPMENT WORK OFTEN REQUIRES A COST-REIMBURSEMENT ARRANGEMENT. IN ADDITION, THE CONTRACTOR'S ACCOUNTING SYSTEM HAS BEEN DEEMED ADEQUATE FOR DETERMINING COST APPLICABLE TO THE CONTRACT AND APPROPRIATE GOVERNMENT SURVEILLANCE DURING PERFORMANCE WILL PROVIDE REASONABLE ASSURANCE THAT EFFICIENT METHODS AND COST CONTROLS ARE USED.
