TAS::80 0119::TAS THE UARC WILL PROVIDE SYSTEMS ENGINEERING AND SYSTEM INTEGRATION TO ASSIST IN THE DEVELOPMENT OF A FOLLOW-ON INSTRUMENT TO THE MODIS AIRBORNE SIMULATOR (MAS). THE ENHANCED MAS OR EMAS WILL PROVIDE IMPORTANT MEASUREMENTS IN SUPPORT OF ONGOING CALIBRATION AND VALIDATION ACTIVITIES FOR THE MODIS INSTRUMENTS, WHILE SUPPORTING THE DEVELOPMENT OF ALGORITHMS FOR FUTURE SPACEBORNE SYSTEMS. THE SYSTEM WILL BE COMPOSED OF 3 SUBSYSTEMS THAT TOGETHER WILL PROVIDE HIGH QUALITY MEASUREMENTS OF ATMOSPHERIC CONSTITUENTS BY MEASURING ABSORPTION, SCATTERING AND REFLECTANCE OF INCOMING SOLAR RADIATION. EDA GENERATES SPEED, ALTITUDE AND ROUTE ADVISORIES TO ALLOW AIRPLANES TO FLY ARRIVAL TRAJECTORIES THAT MINIMIZE FUEL BURN AND ENVIRONMENTAL EMISSIONS, WHILE KEEPING THEM SAFELY SEPARATED FROM OTHER TRAFFIC AND IN COMPLIANCE WITH CAPACITY CONSTRAINTS. UNDER THIS TASK, THE EXISTING EDA SOFTWARE WILL BE EXPANDED TO INCORPORATE A CONCEPT CALLED 3D-PATH ARRIVAL MANAGEMENT (OR 3D-PAM).

EDA GENERATES SPEED, ALTITUDE AND ROUTE ADVISORIES TO ALLOW AIRPLANES TO FLY ARRIVAL TRAJECTORIES THAT MINIMIZE FUEL BURN AND ENVIRONMENTAL EMISSIONS, WHILE KEEPING THEM SAFELY SEPARATED FROM OTHER TRAFFIC AND IN COMPLIANCE WITH CAPACITY CONSTRAINTS. UNDER THIS TASK, THE EXISTING EDA SOFTWARE WILL BE EXPANDED TO INCORPORATE A CONCEPT CALLED 3D-PATH ARRIVAL MANAGEMENT (OR 3D-PAM).

Award Description: TAS::80 0125::TAS THE UARC SHALL DEVELOP, TEST AND ANALYZE A PROTOTYPE VERSION OF CTAS THAT HAS THE ABILITY TO UTILIZE AN AIRCRAFT DATABASE MODEL WHICH MAY PROVIDE GREATER FIDELITY THAN THE EXISTING AIRCRAFT DATABASE MODEL. WITH GOVERNMENT APPROVAL, THE CONTRACTOR SHALL IMPLEMENT ELEMENTS OF THE MODEL THAT IMPROVE OVERALL CTAS PERFORMANCE. THIS TASK REQUIRES THE DESIGN AND IMPLEMENTATION OF AN INTERFACE TO THE BADA AIRCRAFT PERFORMANCE MODEL DATABASE WITHIN THE CTAS TRAJECTORY SYNTHESIZER (TS). THE INTERFACE WOULD CONSIST NOT ONLY OF THE ACTUAL DATA BUT ALSO THE EQUATIONS OF MOTION. THE SOFTWARE SHALL BE VALIDATED TO ENSURE THE CORRECT DATA IS BEING EXTRACTED FROM THE DATABASE. THE RESULTANT TRAJECTORIES SHALL BE COMPARED TO THOSE GENERATED BY THE CURRENT AIRCRAFT PERFORMANCE MODEL. BOTH SETS SHALL BE COMPARED TO THE TRACK RECORDINGS OF ACTUAL FLOWN TRAJECTORIES (PROVIDED BY THE GOVERNMENT). WHERE THE EXPERIMENTAL ANALYSIS RECOMMENDS IMPROVEMENT IN TRAJECTORY CALCULATION PERFORMANCE, THESE IMPROVED CAPABILITIES SHALL BE INCORPORATED INTO THE CTAS SOFTWARE BASELINE. THE UARC IS REQUIRED TO PROVIDE TWO BUILDS OF CTAS SOFTWARE. THE FIRST BUILD (BADA PROTOTYPE) SHALL BE USED TO CONDUCT THE LABORATORY EXPERIMENT COMPARING THE ACCURACY OF TRAJECTORIES GENERATED BY THE IN-HOUSE AND BADA MODEL DATABASES. THE SECOND BUILD IS REQUIRED TO INCORPORATE APPROVED BADA MODELS INTO THE CTAS BASELINE.

MORE SPECIFICALLY, AIR TRAFFIC MANAGEMENT RESEARCH FUNDED BY THIS TASK WILL FOCUS ON DEVELOPING SIMULATION CAPABILITIES, SUCH AS CREATING APPROPRIATE TEST SCENARIOS, INTEGRATING THE APPROPRIATE HARDWARE AND SOFTWARE, AND MANAGING HUMAN-IN-THE-LOOP SIMULATIONS THEMSELVES, IN ORDER TO DEMONSTRATE MORE EFFICIENT APPROACHES TO SCHEDULING AIRCRAFT ARRIVALS IN THE CONGESTED AIRSPACE NEAR MAJOR AIRPORTS. THE PURPOSE OF THE MODIFICATION IS TO INCORPORATE AND FULLY FUND, ARRA TASK ORDER #085-R.1 (ARP) ENTITLED, "AIRSPACE SUPER DENSITY OPERATIONS-HUMAN-IN-THE-LOOP SIMULATION DEVELOPMENT (AS.10.01)" INTO THE CONTRACT. THIS ALIGNED RESEARCH PROGRAM (ARP) TASK ORDER IS ALIGNED TO AND ACCOUNTED FOR UNDER THE CORE TASK WORK IDENTIFIED BY CLIN 11. THIS ACTION IS FUNDED IN ITS ENTIRETY UNDER THE RECOVERY ACT.
