WASHINGTON RIVER PROTECTION SOLUTIONS LLC
The American Recovery and Reinvestment Act (ARRA) provided additional funding to accelerate Tank Operations Contract (TOC) out year work scope into Fiscal Years 2009, 2010, and 2011. The benefits of acceleration are increased reliability and availability of infrastructure and systems to support waste feed delivery to the Waste Treatment Plant and risk reduction for safe operations in Tank Farms. This acceleration has, and will continue to result in, the addition of significant jobs created and increases in the procurement of materials and goods. The specific scope of Recovery Act (RA) work to be performed is identified in TOC Section J, Table J.15 AMERICAN RECOVERY ACT (ARRA) MILESTONES AND PERFORMANCE MEASURES.

Scope also includes Program Support for project and construction/commissioning management, engineering program, ESH&Q, industrial hygiene, emergency operations, training, finance, and facility/property management.
Project performance metrics and Key Performance Parameters (KPPs) units of measure have been developed and are in place. KPPs being tracked, at a summary level, include: 1) Deactivation and decommissioning (12 of 58 completed); 2) Drawing reconstitution (286 of 2,400 completed); 3) Equipment/instrument upgrades and spares (35 of 431 completed); 4) Facility/structure upgrades (9 of 18 completed); 5) In-farm piping upgrades (0 of 676 lineal feet completed); 6) System demonstrations (0 of 6 completed); and 7) System upgrades (2 of 22 completed).
At the end of the reporting period, September 2009, the WRPS RA Project created 200.2 Direct FTE jobs and 434.6 total FTE jobs, including 58.8 Staff Augmentation and 175.6 Subcontract FTE jobs.
